egal Notice Ordinance No. 11. l AN ORDINANCE BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF McHENRY SHORES, COUNTY OF McHENRY, STATE OF ILLINOIS, as follows: Section 1. DEFINITION OF TERMS. As used in this Or­ dinance, unless the context otherwise indicates: (a) "OWNER" shall mean a person having a right of property in a dog, or who keeps or harbors a dog, or who has it in his care, or acts as its custodian, or who knowingly permits a dog to remain on or about any premises occupied by him. (b) "AT LARGE" shall be intended to mean off the premises of the owner, and not under control of the owner or a member of the immediate family either by leash, cord, chain or otherwise. Section 2. LICENSE AND REGISTRATION REQUIRED. All dogs kept, harbored, or maintained by their owners in the Village snail be licensed and registered if over 6 months of age. Dog licenses shall be issued by the Village Clerk upon payment of a license tax of $1.00 for each male or spayed female, and $1.00 for each unspayed female. The owner shall state at the time ap­ plication is made for such license and upon printed forms provided for such purpose, his name and address, and the name, breed, color and sex of each dog owned or kept by him. The provisions of this Section shall not be intended to apply to dogs whose owners are nonresidents temporarily with the Village, nor to dogs brought into the Village for the purpose of participating in any dog show, nor to "seeing eye dogs properly trained to assist blind persons when such dogs are actually being > used by blind persons for the purpose of aiding them in going from place to place. Section 3. TAG COLLAR. Upon payment of the licnese fee, the Village Clerk shall issue to the owner, a License Certificate and a Metallic Tag for each dog so licensed. The shape of tne tag shall be changed every year and shall have stamped thereon the year for which it was issued ana the number corresponding with the number on tne certificate. Every owner shall be required to provide each dog with a collar to which the license tag must be affixed, and shall see that the collar and tag are constantly worn. In case a dog tag is lost or destroyed, a duplicate will be issued by the Village Clerk upon presentation of a receipt showing the payment of the license tee for the current year, and the payment of a fifty (50) cent fee tor such duplicate. Dog tags shall not be transferable from one dog to another and no refunds shall be made on any dog license fee because of death of the dog or the owner's leaving the Village before expiration of the license period. Section 4. NO RUNNING AT LARGE. No owner or keeper of any dog shall permit sucn dog to run at large at any time but shall always control such dog by leash tether, run wire, or similar device. Section 5. IMPOUNDING AND NOTICE TO OWNER.' It shall be the duty of every Police Officer to apprehend any dog found running at large contrary to the provisions of Section 4 and to impound such dog. When any licensed dog shall be im­ pounded, the Village Police shall forthwith give Notice in person, by mail, or by telephone to the owner of sucn licensed dog informing such owner of the impounding of his dog and the place of such im­ poundment. If the owner can not be identified or located within two days after the im­ poundment of any dog, the Police shall notify the veterinarian or other pound master who has the dog of such fact, and the dog may be disposed of within 1 day from the date such notice is received from the Police by the veterinarian or pound master. Section 6. REDEMPTION. The owner of anv dog so im­ pounded may reclaim such dog upon payment of the license fee. if unpaid, and of all costs and charges incurred by the Village for impounding and maintenance of said dog. The owner may also be proceeded against for violation of any provision of this Ordinance. Section 7. RETURNING ANIMAL TO OWNER IF KNOWN. Notwithstanding the provisions of Section 5, if a dog is found at large and its owner can be identified and located, such animal need not be im­ pounded but may, instead, be taken to the owner. Section 8. DISPOSITION OF UNCLAIMED OR INFECTED DOGS. If, at the expiration of 3 days from the date of the Notice to the owner, such dog shall not have been redeemed, it may be destroyed, sold, given to any research institution, given to any not-for-profit corporation or institution dealing in the placement with dogs or other animals, or otherwise disposed of. Any licensed dog required by law to be licensed, or any dog which appears to be suf­ fering from rabies or affected with hydrophobia, mange or other infectious or dangerous disease shall not be released but may be forthwith destroyed. Section 9. MUZZLING. Dogs shall, if claimed within five days, be released to the owner, unless infected with rabies, upon payment of the impounding charges provided for in Section 6. If unclaimed after that period, such dog may be summarily destroyed. Section 10. RABIES- NOTICE. If a dog is believed to have rabies or has been bitten by an animal suspected of having rabies, such dog shall be confined by a leash or chain on the owners' premises and shall be placed under the ob­ servation of a veterinarian at the expense of the owner for a period of two weeks. The owner shall notify the pound master of the fact that his dog has been exposed to rabies and at his discretion the poundmaster is empowered to have such dog removed from the owner's premises to a veterinary hospital and there placed under observation for a period of two weeks at the expense of the owner. Section 11. RABIES INOCULATION. It shall be duty of the owner or person1 custody of any dog kept in the Village to have tne dog inoculated against rabies at least once each year, and no license shall be issued for any dog, unless the applicant exhibits a certificate by a veterinarian showing com­ pliance with the provisions of this Section. Section 12. PENALTIES. Any owner found violating any provision of this Ordinance shall be guilty of a misdemeanor and upon con­ viction thereof shall be punished by a fine of not less than $10.00 nor more than $500.00 for such offense. Section 13. All Ordinances or parts thereof in conflict with the provisions of this Or­ dinance, be and the same is hereby repealed. Section 14. EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage, approval and publication according to law. PASSED this 13th day of December, 1973. Many good boys from McHenry high and other people tried to help. We tried to get them to page someone to move their car so I could back up but after over an hour of standing in the snow and cold it was getting dark and I was so sick and nervous. "As I walked around the corner to find a phone, I looked across the street at the police station and I said, 'They'll know who to call to help me'. "I walked in and was faced with three big, handsome policemen. I must have looked like a poor desperate old lady (at 54), almost in tears. I said, 'Fellows, I'm in trouble, who can I call for help?' "Before I knew what hap­ pened I was sitting in a warm squad car and six policemen were lifting and driving my car over and out onto the street.
