Russell S t a u f f e r , l e g i s l a t i v e representative of this organization, has released the following report of the fall session of the 78th General Assembly: The attempt to override the veto of S B. 380 lost by only two votes. It was almost impossible to shake the new found unity of the Democrat side of the aisle. So. the next step is to take the Governor's offer and try to work out some other way to alleviate the problem caused by the drawing of new town lines, and see if the promise that he made at the Township convention was for the benefit of the press, or if he was sincere when he said that he believed in township government, and wanted to help. One was S.B. 698, the appropriation bill for the State Junior College board, which was restored to the original amount of the bill over the Governor's reduction veto. The other veto override was on S.B. 1198, the bill that created the State Elections board. This will consist of four members, two Democrats, and two Republicans, to be chosen by the Governor from a list drawn up by the leadership of both parties. This board will keep the electoral process in Illinois free from question. We have a long way to go in this regard. S.B. 1161, the election reform bill, was not acted upon in this session. This bill would put all controls of elections in the hands of the County Clerk, and all elections on only two days a year. Our attorneys are working on this bill now, drawing up amendments that will keep the township elections in the control of the Townships where they belong. This will probably be acted upon in the spring session. We will have more on this later. The General Assembly gave final approval over the weekend, to the creation of six county Regional Transit authority in the Chicago metropolitan area -- including Cook, Lake, DuPage, Will, Kane and McHenry counties. This package calls for $171 million annually in public funding to subsidize the existing Chicago Transit authority, private commuter railroads, and suburban bus companies. The CTA would be absorbed into the RTA, once it is established. The $171 million would come from the following sources: - $60 million from the proposed 5 percent motor fuel sales tax in the six counties. - $10 million in additional parking taxes in the district. - $80 million from the state's General Revenue fund. - $16 million from the State Road fund (equivalent to about $14 of each license plate fee paid in the six counties#* - $5 million in subsidies from Chicago and Cook county. Also a part of the com­ promise ^agreement was an additional $200 million in high­ ways bonds to speed con­ struction of the downstate expressway system, and $75 million in transit bonds for purchase of additional buses in the suburban counties of the new district. This is in addition to the $600 million Highway Bond issue of 1971, and they, too, will be retired from motor fuel taxes, but the transit bonds will be retired from state General Revenues. As another part of the compromise, the Assembly approved a State Lottery bill, which will begin operation in July, 1974. The lottery is ex­ pected to produce some $60 million annuallv to the General Revenue fund to partially offset the $80 million annual transit subsidy. Following approval of the bills in the Transit compromise package, which produced some fierce political battling, and some bitter name calling, the General assembly adjourned until Jan. 9, 1974. They are expected to meet only briefly in January, and then adjourn until after the March primary election. They will then reconvene for the spring session. Also passed in the closing hour of the session were S.B. 1 Fourth Special Session and S.B.2 (SS4). S.B. 1 (Schaffer) Amends Election Code. Permits county board in downstate township counties to change date of county board election from first Tuesday in April to date of general November election. If such a provision is made for 1974 a primary for the nomination of such officers as are to be voted for in the November election shall be held on March 19, 1974. Petitions for nomination relating to this primary shall be those which were filed in the office of the County Clerk pursuant to the existing law no earlier than Nov. 4, 1973, or later than Nov. 11, 1973. The following bills were introduced in the past session, and will probably be heard in the spring session: HB 2079 (Skinner) Amends the Revenue act sections on assessment of property. Changes amount of assessment from 50 percent to 40 percent of fair cash value. Also changes method of stating meaning of phrase "fair cash value" by deleting the definition and inserting 40 percent im­ mediately before the phrase "fair cash value" whenever it appears. The 40 percent valuation applies to assessments made in 1974 and thereafter, and to taxes paid in 1975 and thereafter. HB 2084 (Yourell) Amends an act relating to township pur­ chasing to require competitive bidding for purchases in excess of $500- (now $2500). Effective upon becoming law. HB 2100 (McLain) Amends an act to provide for privilege tax on mobile homes to remove flat rate of 15 cents per square foot, and substitute a scale of tax rates between 15 cents and 8 cents per square foot, depen­ ding on age of mobile homes. Many other bills that were referred to the Interim Study committee will also be disposed of in either the January or the spring session, but the final actions of these Study com­ mittees are not now available.
