Attorney General Scott said the trust will help finance the following activities in the state of Illinois: a) Help fund established deserving drug abuse abatement and education programs; b) Provide financial assistance to community based projects throughout the state to treat lead poisoning; and c) Establish a state-wide telecommunication network as part of a program to provide acute cardiac care. Scott pointed out, "In Illinois, many communities where the drug abuse problem is acute have developed groups of concerned individuals who are seeking through self-help organizations to deal with the drug abuse problem. Initial funds to help implement such community programs and to help secure matching federal funds can be made available through this newly-established trust. "In the second area, lead poisoning, there are presently no state programs developed or money appropriated or granted to deal with this serious public health problem. "Prior to a recent State of Illinois study," Scott explained, "pediatric lead poisoning was thought to exist only in areas of deteriorated housing in large metropolitan centers. During the summer of 1971, however, the Illinois Department of Public Health demonstrated the presence of drastically elevated blood lead levels in many of the children in every one of the fifteen medium-sized Illinois cities visited. Even though the 6,151 children screened in the 15 communities represented only 0.7 per cent of the state's children in the "at- risk" age group, 51 of the children were classified as .medical emergencies ac­ cording to the guidelines of the United State Public Health Service. Clearly, the problem of pediatric lead poisoning is much greater than has been previsouly thought." Discussing the third trust project, a state-wide telecommunication network to provice acute cardiac care, Attorney General Scottt said: "Every year 30,000 people in the State of Illinois die from heart attacks. Over half die before receiving any medical at­ tention, and the remainder die because many hospitals do not own the medical eauipment necessary to sustain the life of these heart attack victims. "Perhaps no single element in the efforts to deliver skilled hands and sophisticated tools to the side of a victim counts more heavily than the elapsed time between the onset of a heart attack and the arrival of help. "The hospitals of the state have been urged to develop cardiac care units in each hospital with experts available. Such a program would be greatly advanced by the establishment of a telecom­ munication network, state­ wide, which would bring expert advice instantaneously to the hospital personnel ministering to cardiac attack victims." In his new Dosition Koerber will direct all quality control ac­ tivities, act as divisional liaison with Outboard Marine cor­ poration engineering, and coordinate activities with OMC Service. Koerber had been service manager for OMC Stern drive during the past three years. Koerber has been with Outboard Marine cor­ poration for twenty-three years, most of that time in the Engineering department, and holds a Master's degree in Business Management. Ladd has been elected president and chief operating officer of the Robino- Ladd company by the board of directors. Ladd succeeds Frank A. Robino, Jr., who remains chairman and chief executive officer of the land development and building concern.
