The Internal Revenue Service said that all taxpayers who file their tax returns in January should get their refunds in four to five weeks. After January it may take six to eight weeks. Roger C. Beck, IRS district director for northern Illinois district, said that January filers gain about a two-week advantage over those who file later because the ten IRS service centers can process returns and approve refunds much faster early in the filing Heart Unit Calls Inflation Disguised Blessing The high cost of food - particularly products high in saturated fats and cholesterol - may be a blessing in disguise. They also lose weight and build body tone, both of which are important to good general health. A balanced diet and exercise go hand in hand. If parents establish good eating and exercise habits for their children, they're giving them the priceless gift of longer, healthier lives. A lot of Heart association volunteers will be out walking during February Heart month, when the McHenry Heart association will conduct its 1974 Heart fund campaign. Introduce Bill To Amend New Registration Fee State Rep. Donald E. Deuster (R-Mundelein) has introduced a bill to amend the new Illinois Animal Control act, so that "county boards may enjoy discretion in fixing the annual dog registration fee from a minimum of $1.50\ to a maximum fee of $4. 1 Deuster explained that the dog fee has been $1.50 but was raised to $4 as part of a major new Animal Control act which was approved by the Illinois Legislature Sept. 11, 1973. Deuster said: "This un­ warranted radical increase has dog owners and veterinarians upset, and it could jeopardize enforcement of our rabies control program since no dogs may be innoculated unless the new $4 fee is paid first." Section 6 of the new Animal Control act states that "every owner of a dog 4 months or more of age shall cause such dog to be registered and shall pay an annual fee for such dog...$4 for each dog..." The Deuster dog bill, H.B. 2140, is co-sponsored by Representatives Adeline Geo- Karis (R. Zion), Ronald Briesheimer (R. Waukegan), John Matijevich (D. North Chicago), Cal Skinner, Jr. (R. Crystal Lake), Giddy Dyer (R. Hinsdple), Fred Tuerk (R. Peorib), and Daniel Pierce (D. Highland Park). season when workloads are not heavy, "Taxpayers who file early avoid making the thoughtless errors that often occur in their rush to meet the April 15 deadline," said Mr. Beck. "Those who wait until the last few weeks to file often fail to read the instructions carefully, neglect to sign the return, or forget to attach all schedules and W-2 forms. These mistakes can delay a refund for as long as four additional weeks." To avoid the rush and beat the January filing deadline for an early refund of the money due them, Beck urged tax­ payers to start getting their tax records together now. Taxpayers preparing their 1973 tax returns can take part in the 1976 Presidential Elec­ tion Campaign fund by checking a box on the front of their Form 1040 or 1040A, Roger C. Beck, district director of Internal Revenue for northern Illinois said this week. "Under legislation enacted by Congress in 1971, every taxpayer with a tax liability of $1 or more for 1973 may designate $1 of his tax to the State Plans Hearings On Speed Limit Legislative hearings will be held during the next two weeks on lowering the state's maximum speed limit to 55 miles per hours, according to Sen. Jack Schaffer, R-Cary. "We have no choice but to lower the speed limit to con­ form with federal law," Sen. Schaffer said, "but some problems must be ironed out before we take final action." The federal legislation mandating a uniform 55 mile per hour speed limit in all 50 states to conserve energy was signed by the president last week. "Taxpayers cannot specify a political party to receive the money they designate to the fund," th§ Director said. "The fund will be distributed on a nonpartisan basis to all eligible candidates." Taxpayers can contact IRS offices for assistance by calling the toll-free number listed on page 2 of the instruction booklet for Form 1040 or on page 7 of the instruction booklet for Form 1040A. Schaffer said the legislature is scheduled to meet for one day on Jan. 29 to act after the public hearings. The hearings were ordered by legislative leaders to deter­ mine: - If the 55 mile per hour limit should be uniforirL for all vehicles. Trucks areiimited to speeds of 50 miles per hour on some highways at the present time. - Whether the present. law requiring suspension of drivers' licenses following conviction of three moving violations in a year's time should apply to the new speed law. - The cost and length of time it will take the Department of Transportation to change speed limit signs throughout the state. "These are among questions that need to be answered before we act to reduce the speed limit during the energy crisis," Schaffer stated. Both the Senate and the House took action last week to amend existing legislation making it possible for the Legislature to take final action, in one day rather than holding a costly five-day session just to deal with one issue, Sen. Schaffer reported. When you spray-starch your clothing before ironing, turn the clothes inside out and spray on the underside. Then, when you iron, reverse the clothing and iron on the right side. How can I make the tight skin of garlic easier to remove? A. By running hot water over the cloves first. Q. How can I clean nickel satisfactorily? A. Apply kerosene and whiting, then polish with a dry flannel cloth. Ordinary baking soda is also a good nickel polish. By spreading clear plastic cement glue along the edge below the nap. When the glue dries, trim a bevel in the nap. The rug will not ravel, and you'll have a real professional- looking job. - Q. How can I remedy some warped phonograph records? A. By placing them on any flat surface in a warm room and weighting them down with heavy books - making sure, of course, that the entire record is covered. ^ Q. How can I improvise a good silver polish? A. Old-fashioned laundry starch, made into a thick paste, does a fine job. Rub it on the silver with a damp cloth, let stand for a minute or two, then rub it dry with a soft cloth. Jm. Why can it not in­ deed be golden harvest days for those who have worked hard for so many years - and yeam for comfort and ease, savoring lei­ sure rather than bemoaning their lot in life? Financial se­ curity in retirement must be given serious consideration years in advance - the earlier, the bet­ ter. By hanging a large mirror on the wall opposite the window where it can catch and reflect the light. 5 ness are not the impossiDle dream - not at all - not if a couple starts early enough with planning for retirement • especially from the financial viewpoint. 3 •V THE OLD TIMER From Wilfred Beaver, Sparta, Wise.: One of my favorite child­ hood memories is the old horse- drawn circus that plied the small towns before they became motor­ ized and merged into a two-name circus with three rings- full of performers. This was the time cir­ cuses moved by railroad flat cars from long distances to play one- night or longer to county fairs and political gatherings. There were always free passes handed to town merchants and church elders who had to approve the appearance of - the scantily-clad aerialists and bareback riders who were mostly females. After getting approval of town council and church elders, ad­ vance men would arrange to rent some cow pasture or open area near town and then hire us kids to paste circus posters around on telephone poles and fence posts. We would get free passes to the circus, usually matinees, and could roam about watching the circus people set up tents and arrange for the feeding of lions, elephants and people. Merchants welcomed the circus as it meant free advertising for them and the extra revenue the circus people brought in when they bought supplies helped them pay their taxes.
