State Living Outside Income, Lindberg Says The State of Illinois did not live within its income during the past six months, Com ptroller George W. Lindberg said in his monthly report on the state's fiscal health. Lindberg said general funds expenditures exceeded revenues by $160 million for the period July through December, 1973. About a third of the deficiency - $50 to $60 million - can be attributed to weather- related processing delays of state receipts during the last half of December, Lindberg said. This amount is expected to be recovered during January, the Comptroller in dicated. "The spending picture is quite different from revenue," Lindberg said. "The trend of the past six months cannot continue without jeopardizing the state's fiscal health. "My purpose is to raise a warning flag about the spen ding pattern of the past six months at a time when we face economic uncertainty about the remaining six months of the state's fiscal year," Lindberg said. "Presently, an economic slow-down is forecast for the second half of fiscal 1974. A slow-down traditionally reduces the state's revenue growth and tends to increase public aid spending. "The major spending in crease, running well above earlier estimates by the Governor, is in the public aid sector, which is $109 million higher than during the same six-month period in our last fiscal year. "There must be concern now as we look down the road. Four months ago I reported that the state was in excellent financial condition. The $387 million left in the Treasury at the close Qf fiscal year 1973 on July 1 was the highest in the state's history. "The picture has changed. That available balance has declined to $227 million. The state is not living within its means. The bright outlook of four months ago is no longer so bright." Lindberg noted that state general funds spending for the first six months of fiscal '74 exceeds spending during the same fiscal '73 period by $166 million, which is $100 million more than the Governor estimated. The state's operations ex penditures are being held near last year's levels, Lindberg said, with the exception of the state's universities. However, grant-type expenditures are running $120 million higher than a year ago, with public aid PAGE 9 - PLA1NDEALER accounting for $109 million of that figure. Historically, Lindberg pointed out, spending in the second half of a fiscal year has exceeded that in the first half by a significant amount due to: - An added three months of i lapse-period spending, - Higher grant payments for public aid, junior colleges and scholarships, - Added income tax refund demands. * While Lindberg concentrated on the condition of the general funds, he noted that total spending for all funds - in cluding the general funds - is up by $223 million during the first six months of fiscal 1974 over the same period in fiscal 1973. . This responsibility rests with the parents. It's a shame that every so often a public plea has to be made to parents to remind their children to behave themselves. The current problem is children trespassing on» private property. The designated bus stops are for the ma|t part at areas adjacent to empty lots. The problem lies in that the children are trespassing on private property when approaching their bus stops and playing on lawns and fences while awaiting their buses. Parents, please remind your children to respect the privacy and property of others. DOG CONTROL This seems to be the week of warning. I would just like to remind the residents that there is a leash law concerning pets in McHenry County. This may be of special interest to new re^dents. This gun will tranquilize a large animal but it could be lethal to small animals. The county gives pet owners ample Here and There In Business opportunity to control their animals. All four legged pets should be on leashes or penned. There have been several dogs on the loose lately. I, for one, do not care to clean up after someone else's animal, or care to face a strange animal's behavior. It is also a problem for dog owners when their pets are in heat. Please keep your pets penned or on a leash.
