It is today's pressure-packed living (plus a growing awareness that help is possible t h r o u g h p r o f e s s i o n a l assistance) that has increased significantly the demand for assistance at Pioneer center and Family Service and Mental Health Clinic for McHenry County - the only two non profit agencies providing any kind of help to the mentally retarded or emotionally or mentally disturbed. Though the needs are national in scope, the work is carried on by people at the community level, and the best programs are those supported by local funds since the public has a direct knowledge of how their tax dollars are being invested. The request for a "Yes" vote on the mental health referendum Tuesday, March 19, following McHenry County board approval to place the proposition before die public comes because of burgeoning demands on the two agencies. L o c a l l y r e s p o n s i b l e programs -- governed in organizations guided by local citizens as members of the board of directors - provide the best assistance because federal and state agenicies are decentralizing their in stitutionalization of aid to the mentally and physically distressed. A look at the increase in number of people seeking assistance at the two county agencies dramatizes this fact: Pioneer center's patient load as increased from eleven in 1967 to 112 now in four very specialized, personalized fields of service. Family Service Clinic has a client increase of 748 in 1967 to 1,606 in 1973 and an increase in interviews to help people from 3,115 to 13,672 over the same six-year period. The demand will intensify, Robert Lambourn, executive director at Pioneer center, and George Mally, director at the Family Service clinic t assert because the public has come to expect help. "They've seen the professional assistance given members of their families or friends, or they've heard of dramatic cases where sound assistance is being provided. Many of these cases are ongoing - they don't come for just one or two visits and become well," said Lambourn. "The help both agencies provides often extends over years; but the people are helped and many are able to return to the community as a contributing member of society." Public support of the referendum is vital if mental health care is to continue and meet growing demands, summarizes Lambourn. In answer to some inquiries, Lambourn reports that voters are not required to declare party affiliation and vote in the primary. Okay Mini-Grants For Innovative Education Work Mini-grants totaling more than $171,000 have been awarded to twenty-four in novative education projects proposed by Illinois schools, according to State School Supt. Michael J. Bakalis. The fun ding is provided through Title III of the Elementary and Secondary Education act of 1965 (ESEA). The grants, all for $10,000 or less, range from $1,500 for "Expanded Extra-Curricular Opportunities for Girls" at Lebanon Community Unit District 9 to six full $10,000 grants, including "TV: Friend of the Retarded Reader" to be conducted by the Chicago public school district.
