Showalter, Scout executive for the council which includes nine northern Illinois counties and three in southwestern Wisconsin. Showalter was responding to news stories indicating some padding of membership figures in the Boy Scouts of America by professional staff members. "Our Blackhawk Area council has a long and enviable history of quality and credibility," Showalter said. "Our growth has been steady and sound because of the high degree of involvement by over 7,000 adult volunteers plus good financial support from the United Way organizations and the public in general". "As everywhere, particularly these past few years, we have placed increased emphasis on extending scouting to more boys - that's our business. We have also increased our emphaisis on reaching minority and low-income groups but no professional staff member*®; job has bees threatened solely on lack « membership growth". In the Blackhawk Area council, the ratio of professional staff members to boy membership is higher than the national average which means staff members are spread farther, according to Showalter. "Yet, I have never known a group of men", he said, "more dedicated to the ideals which they promote! They work long hours and are continually responsible for a large number of programs and activities". Each professional staff member supports an average of 450 adult volunteers CYCLONE IS COMING TO Jos.H.Huemann & SONS WELL DRILLING Official "For Real" who serve over 1,200 boy members. The development of financial resources Occupies more of the staff member's time than ever before in the history of the movement. "Quite v the contrary to 'padding', membership figures are ouoted in terms of actual members at a given time", Showalter stated, "and would actually be 20-30 percent greater if we included the total boys that were in the program sometime during the year. Just as there are new members continually joining, there are also members continuously ending their Scouting experience after one or more years". "We don't claim to be an organization immune to mistakes or with a 1,000 batting average. Neither do we guarantee that an Eagle Scout will never go wrong. We are, however, an organization with a proud and effective history of character development, citizenship training and physical and mental fitness. We are serving more' youth - legitimately - than ever before in our history and it has all been 'possible because of the right combination of dedicated volunteer and professional leadership who believe in the purpose and objectives of the Boy Scouts of America and we plan to keep on doing it for many more years!"
