MEMBERSHIP APPOINTMENT AND TERM OF OFFICE. a) The Planning Commission shall consist of a total of 6 members, including one member of the Board of Turstees. All members of the Commission shall be appointed by the President with die approval of the Board of Trustees. To be qualified, an appointive member shall have been a resident of the Village for at least one year. b) The Village Trustee who sits on the Planning Commission shall he appointed for a term of one year and shaii have no vote nor shall hold office with the Planning Commission. The other members of the Planning Commission shall be appointed initially, 3 for a term of 2 years and 2 for a term of 4 years. All subsequent appointments shall be for a term of 4 years. c) Appointments to fill a vacancy shall be for the remainder of the unexpired term. Section 4. ORGANIZATION - BYLAWS - MEETINGS. a) After its initial appointment and following each biennial appointment of members to full terms, the Planning Commission shall organize by the election of a Chairman, Vice Chairman, and such other officers as it deems necessary. Such officers shall hold office for a term of 2 years and may succeed themselves. The adoption and amendment of bylaws shall be by a majority vote of all the members of the Commission; provided, however, that every member of the Commission shall be furnished a copy of such proposed bylaws and amendments at least 10 days before consideration for adoption. Section 5. POWERS AND DUTIES. It is the duty and within the power o! the Planning Commission: a) To prepare and recommend to the Board of Trustees a Master Plan for the Sresent and future evelopment or redevelopment of the Village of McCullom Lake. Such plan may be adopted in whole or in separate geographical or functional parts, each of which, when adopted, shall be the official master plan, orpart thereof, of this Village. This plan may i n c l u d e r e a s o n a b l e requirements with reference to streets, alleys, public grounds, and other improvements hereinafter specified. Section 6. RECORDATION OF MAP OR PLAT OF SUBDIVISION. No map or plat of subdivision shall be entitled to record or be valid unless it conforms to the Master Plan, other applicable ordinances and the Statutes of the State of Illinois. Section 7. EXPENDITURES. Members shall serve without compensation. Expenditures for aerial or other maps, field studies, secretarial and t e c h n i c a l a s s i s t a n c e , professional service and for other commission needs may be made or contracted for but only as provided for and approved by the Board of Trustees or some designated officer. Section 8. VALIDITY.
