Illinois school teachers and administrators will be evaluated and reviewed by standards of "professional educational service" under a Tenure Reform bill introduced in Springfield by State Rep. Donald E. Deuster (R. Mun- delein) for consideration by the new 79th General Assembly in 1975. Outlining the need for reform of the old 1941 Teacher Tenure act, Deuster said: "Most educators agree that our Teacher Tenure law is not working well. We need a more orderly and effective system for evaluating and reviewing both teachers and ad­ ministrators, for motivating improved classroom in­ struction, for identifying and r e m e d y i n g d e f i c i e n t educational performance, and for dismissing educators who cannot meet professional educational standards." The Deuster bill includes eight major modifications of the existing law: 1. Each school board must adopt procedures and stan­ dards for evaluating and reviewing the performance of school teachers and ad­ ministrators. 2. Teachers are assured the right to aprticipate in the development of the procedures and standards by which their service is to be evaluated. 3. Administrators have the right to both a private and public hearing with the school board before they are demoted. 4. School boards may meet in closed session to discuss the evaluation of teachers and administrators but no final action may be taken in closed session. Carr, son of Mrs. Dolores E. Carr of 1404 W. Wauconda road, McHenry, has been assigned to Chanute AFB, 111., after completing Air Force basic training. During his six weeks at the Air Training command's Lackland AFB, Tex., he studied the Air Force mission, organization and customs and received special instruction in human relations. The airman has been assigned to the Technical Training Center at Chanute for specialized training in the aircraft equipment main­ tenance field. Airman Carr is a 1974 graduate of Woodstock (111.) high school. His father is Elmer R. Carr of 1610 Forest Drive, Lake Villa. At the completion of every five-year term of tenure, the sixth year is devoted to an evaluation of the teacher's overall five-year term. 7. Each teacher whose five- year term meets the school standards is awarded another five-year term of tenure. Teachers not meeting the standards are given notice of their deficiencies and one year to remedy them. After the second year, the teacher may be dismissed unless the stan­ dards are met. 8. For beginning teachers the initial two years of probation is extended to 3 so the teacher has more time to meet the school standards and the school has more time to examine new teachers prior to entry into tenure. THE LAW SERVES YOU Landlords Can't Discriminate Against Parents Parents who have been facing difficulty finding an apartment because landlords or rental agents won't allow children in the building may find they have the law on their side. The Illinois State Bar association, which is comprised of approximately 15,000 at­ torneys in the state, reports that a 62-year old law provides legal recourse. According to the law adopted Tractor Needs Preparation For Winter Operation Tractors are used less in the winter months than during the rest of the year. But they still must be in good operating condition to run efficiently. And time spent now in maintenance can save you money in repair costs and "down times" later this winter and next spring. George Young, McHenry county Extension adviser with the University of Illinois, suggests the following winter operation and storage practices to help keep tractors in tip-top shape: -Clean the engine to prevent moisture collection and possible ignition system short- out. -Service the air cleaner. -Check distributor points to make sure they are adjusted by the Illinois Legislature in 1909, it is illegal "and opposed to public policy" for a landlord or a rental agent to refuse to rent an apartment to the parents of small children. It states that no property owner or his agent may require as a condition of the lease that there Ue no children under 14 years of age living in the apartment.
