Urge Renters To Apply Now For Tax Relief "Newspapers, radio and television stations throughout Illinois are going to really have to make a determined effort to convince senior citizens that a tax relief bill already on the books is now taking applications after all the hoopla over Governor Walker's veto of Lt. Gov. Hartigan's bill last week," State Rep. Cal Skinner, Jr. (R-Crystal Lake) stated in Springfield. Skinner, along with J. David Jones (R-Springfield) and Joe Lundy (D-Evanston), made up the House Revenue Subcommittee on Senior Citizen Property Tax Relief last year. They wrote the only major tax relief bill to pass the General Assembly and be signed into law by the Governor. "For some reason! -V application forms for the circuit breaker tax relief program were not allowed to go to the printer until Walker vetoed, Hartigan's bill;" Skinner said, as he revealed that the Revenue department has gotten the forms printed and in the mail to all renters who previously applied in less than a week's time. That's incredible efficiency. "It's unfortunate that the Revenue department was unable to live up to the commitment it made to the legislature that the forms would be in the mail by Jan. 1, but, better late than never," he said. Under the circuit breaker property tax relief plan, renters, as well as homeowners, may apply for relief. Last week, I stated the only requirement was to be a resident of Lilymoor. After talking to the girls I realized I misunderstood and want to let you know it is not exclusively for Lilymoor women. Please accept my apologies for this boo-boo. So, even if you don't live in Lilymoor, please feel free to call one of the girls above and let them know if you are definitely interested in taking part in the program. They would like to have some idea on how many will be counted in. HOMELESS AFTER FIRE The Gertsen family is homeless following a fire that made their home unliveable. Fortunately there were no injuries and now the family is sharing homes with other family members at Fox Lake and at Burtons Bridge. LIGHT THE CANDLES Those same candles will be blown out while a wish is being made by the birthday folks during the first half of February, and they are Betty Johnson and E. Robert Betancourt on the fourth, James Kelley on the fifth, Gayle Gam on the seventh, Roy Tobey on the tenth, Phyllis Zabroski on the eleventh, Marlane Gurske on the four­ teenth, Ora Wilson on the fif­ teenth and Lonnie Wilson, Jr., on the sixteenth. May you each have a very happy day and may your birthday wish come true. ANNIVERSARY The only couple we have celebrating their anniversary at this time is Carol and Tom Schmidt. Hope this is a happy one for you two and hope you celebrate many more years of wedded bliss. HOSPITAL NOTES To those of you who are friends also past and present neighbors of the Winston family, you may be interested in knowing that Betty is a patient in the hospital in Elgin. I am sure she would enjoy receiving mail from many of you that she may not have heard from for quite some time or since they moved from our immediate vicinity of Lilymoor-Lakemoor. CONDOLENCES We have several families who felt the loss of a loved one during the month of January. Mrs. Elizabeth Pankopf of Chicago passed away. She was the mother of Mrs. Arden (Pat) Heald, of Lakemoor. Mrs. Pankopf had been a resident of the McCullom Lake area until about a year ago. Other sur­ vivors are three sons and another daughter also in Chicago. Delia Passage of Hobart, Ind., was the sister of Mrs. Williard Mix, and she was the aunt of Mrs. John (Gloria) Cassell both of Lakemoor. She had been in ill health for quite some time. Many of the members of the Ladies League will remember her as an oft time guest at their meetings. Eric Swanson of McHenry, the father of two Lilymoor residents, Kurt and Eric, was also the father of two daughters and six other sons. He passed away on the twenty-fifth. By way of this column may I extend the sympathy of the residents of Lilymoor- Lakemoor to the families who have suffered the loss of a loved one. ' DISAPPEARING ACT Did you ever have anything disappear from a room you had just been in? A friend of mine had that happen to her, and the only evidence left was a greasy residue and a hole. The residue was originally the contents of a pan spray can and if you didn't look up you wouldn't see the hole in the ceiling made by the aerosol can that had exploded and had passed right on through to somewhere in the attic (probably imbedded in the rafters). Since no one was injured (fortunately), can you see the humor in looking for something that isn't there and you aren't quite sure what you are looking for? I just wonder if she will buy any more of that spray stuff or if she will go back to the old- fashioned way of doing things. All I can say is that is some way to go about getting a paint job done on your kitchen ceiling. The formula compares one's* income with one's tax or the renter's ecjQivalent and distributes rebates up to $500 according to need. Homeowners Must Wait Because the formula requires a comparison of 1974 income with 1974 taxes, homeowners cannot make application until they receive this spring's real estate tax bill. (Homeowners in Cook and Lake counties must wait until they receive the second "catch­ up" tax bill sometime this summer under a new tax billing procedure in which the first bill is automatically half of last year's bill. Changes in tax rates and assessments are reflected in the second bill, which, when added to the first, amounts to the relevant total needed for the rebate application form.) More Cash Rebates "We pumped about 45 percent greater benefits into this year's formula and broadened eligibility." Skinner explained, noting that "at last a full $29 million is reliably estimated to be going to senior citizens and those disabled according to Social Security." Both Ogilvie and Walker budgeted $29 million, but neither came close to spending that amount for senior citizen tax relief, Skinner says. The Crystal Laker encouraged all renters who earn less than $10,000 to apply this year, even if they were ineligible in the past or received tiny grants. This year, for example, a renter earning $4,000 from all sources and paying $165 a month in rent can expect to receive a check for about $300. The same income and a rent of $125 per month would mean a rebate of $215 or so. "That's almost two months' rent," the Republican pointed out. A relatively affluent tenant earning $9,000 witfi a rent of $165 a month can expect about $50 back. (Below is a table from which other examples may be computed.) Skinner hopes that those who have not applied in past years will not have the same difficulty in obtaining an application form Vhat was the case in the past. \ "I'm told that all legislators may expect a supply of the forms during the first two weeks of February. I only hope that extremely wide distribution of the new forms in sufficient numbers to allow senior citizen groups, the Department on Aging, legislators and those in the media who want to take 'spreading the word' on as a public service occurs much more rapidly than it did last year. "Already I and other legislators have had disappointed senior citizens walking out of our offices for a month. In fact, I'd take some back to Crystal Lake today, if I could find any," Skinner saifl. Different Concept "Unlike the Hartigan bill, our formula does not rebate more money a§ one's income rises to the $10,000 cut-off point. The neediest will be the ones to benefit the most under the legislature's circuit breaker approach," he pointed out. "Under the bill the Governor vetoed, a person earning ju§t under $10,000 will get twice as much as one earning $1,000. "Frankly, that would really benefit my relatively affluent senior citizen constituents. If it's passed again and becomes law, I guarantee the 33rd district will finally end up with its fair s^iare of a state program. "Even so. I'm amazed that such a bill would receive the support of Democrats - the party that claims to be interested in those most in need " ('Circuit breaker" refers to an electricity circuit breaker analogy.
