President Illinois State Chamber of Commerce The era of the "Citizen-legislator" in Illinois poli­ tics is slowly, but consistenly, drawing to a close. In the current 79th General Assembly now meet­ ing in Springfield, there are 55 legislators who consider themselves in the job full time. By con­ trast, during the 77th General Assembly, which met during 1971 and 1972, only 16 legislar^rtsYonsidered themselves full time lawmakers. During the immediate past General Assembly, some 37 legislators treated their positions full time. In a couple of cases, the full time legislators were also housewives. The trend is clear: We are seeing more and more elected to hold seats in the General Assembly who treat legislation as a full time occupation. There are many reasons for this trend, but two seem to stand out. The growth in state government has demanded that the General Assembly meet more frequently and the state's budget is now deter­ mined on an annual basis. Previously, two-year budgets were the rule. Secondly, the salaries and expense money given to legislators now enable a person to work full time as a legislator without a source of outside income. Members of the Senate and House in Illinois now receive $20,000 in yearly salary and $36 per day for expense while in session in Springfield. Despite the fact that we are seeing more full time legislators, there are still many occupational groups represented in the General Assembly. Leading the field is the legal profession with 76 lawyers in both houses. Twenty-eight legislators are also in real estate and insurance. 'Twenty are in business of some sort; but only 3 in industry. Other occupational breakdowns include: banking and finance, 3; local city and county employees, 8; teachers, 5; public relations, advertising and public affairs, 5; farming, 9; pharmacists, 3; funeral directors, 2; and hotel management, 2. The legislature also has one minister, policeman, florist, jeweler, airport manager, electrical engi­ neer, law student, accountant, research clerk, plumbing contractor, dentist, optometrist, chiro­ practor, and a labor union official. What is the significance of a move away from the citizen legislator to legislating as a full time job? It means we must be more careful, more demanding of those we send to Springfield.
