Bond set at $50, Road Fund Spending For Improvements Drop Road fund spending for Illinois highway improvements has dropped dramatically since 1972, Comptroller George W. Lindberg said in his monthly financial report. The Comptroller said in a special analysis that total spending from the road fund for highway modernization and repair is down by 54 percent after the costs of inflation are considered. During fiscal years of 1971 and 1972, $480 million was spent annually from the road fund on state roadways, Lindberg said. The total dropped to $318 million in FY 73 and was $340 million in FY 74. This fiscal year the Governor's estimate is $376 million. - Since 1971, highway con­ struction costs have jumped an estimated 67 percent, Lindberg said, reducing the volume of road work the state gets for its money. Another section of the report reviewed spending under the state's bond-financed programs. Through the first nine months of this fiscal year, Lindberg reported, $130.1 million or 11.3 percent of the $1,151 billion appropriated by the legislature has been spent. This includes anti-pollution, capital development, coal development, school con­ struction and transportation (highways, airports and mass transit) bond issues. Against that performance. Lindberg noted that the Governor's proposed FY 76 budget estimates Bond fund spending at $800 million. "I think it is helpful to look at the recent history of our bond- finalised spending when analyzing what the Governor proposes in his accelerated bond program. "Our bond-backed spending in the past two fiscal years has run about $190 million each time. This fiscal year will be about the same. I don't think it's realistic to think the ad­ ministrative ability exists in Illinois now to run that total up to $800 million in Fiscal 1976," Lindberg said. Regarding the condition of the state's general funds, Lindberg said the available balance was $267 million (about 12 days of spending) at the end of March, down $76 million from a year ago. Spending continues to out­ strip revenues in the General Funds, Lindberg said. Total spending from the general funds (general revenue, common schools and federal revenue sharing funds) during the initial nine months of FY 75 was up $467 million over the comparable FY 74 period. Taxes and other incomes to the general funds were $325 million higher in the first nine months of FY 75 than in the comparable period a year ago. Police Tickets Donna M.
