The commission decided that fines against public bodies for violations of occupational health and safety laws are not appropriate penalties in the public sector. The decision was based on the fact that fines upon governmental units do not directly act as a deterrent upon those responsible for hazardous conditions but rather f^ll most heavily upon citizens in the form of increased taxes or decreased services. The decision calls for the immediate cessation of all work at a site where inspectors find conditions dangerous to the health or safety of workers. The decision resulted from a 1974 case in which four em­ ployees of the village of Grayslake died while cleaning sewers. The men were using a" potentially toxic chemical to clean sludge from the sewers and had not been instructed on its proper use or potential hazards.
