Dr. Delbert Will iams, was elected Sunday as president of the Blackhawk Area council . Boy Scouts of America. Over 300 adult Scout leaders, wives and husbands at tended the coun cil 's annual business meeting and recognit ion dinner which was held at the Holiday Inn in Freeport May 4 The Blackhawk Area Council serves nine counties" in nor thern Il l inois apd three counties in southwestern Wisconsin. Will iams has served as council f inance chairman, leadership training chairman and distr ict chairman of the Winneshiek distr ict which includes Stephenson. Green and part of Jo Daviess counties. He has been a member of the council 's Executive board and a National council represen tat ive. He also serves as medical advisor for the three Council camps and has served as a physician at a National Jamboree. He has also been active in numerous professional societ ies, fraternal and civic organizations. Dr. Thomas Haggai, nationally known speaker and Scout leader, delivered the keynote address at the meeting, which also recognized LOYALTY DAY OBSERVANCE - Ila Hogan, Loyalty day chairman for the Ladies auxiliary to Veterans of Foreign Wars Post 4600, presented a citation of appreciation to McHenry Police Chief Kenneth Espey, McHenry Rescue Squad President Gary Baseley and McHenry Fire Chief Glenn Peterson in observance of Loyalty day. May 1 was designated as Loyalty day by a joint resolution ol Congress on July 18,1958, at which time the President of the United States was requested to issue a proclamation inviting the people of the United States to observe the day with reaffirmation of loyalty to the United Statesof America. Loyalty day is observed annually by the Veterans of Foreign Wars and their Ladies auxiliary throughout the United States. eight area leaders for out standing service to youth.
