Gov. Dan Walker has signed into law amendments to the Illinois "Senior Citizens and Disabled Persons Property Tax Relief act" that provide ad­ ditional tax relief to the date's senior and disabled. The Illinois Department of Revenue, which administers the tax relief act, has provided the following questions and answers to help explain the benefits available under the act, commonly called the Circuit Breaker law. (|. What are these new benefits? A. The new law does two things. It establishes a new tax relief program that makes cash grants ranging from $50 to $100 available to senior and disabled citizens who have incomes of less than $10,000 a year. And it " will increase in 1976 the benefits for renters who file for property tax relief under the original Circuit Breaker law. <). Ilow much money will I get under the new tax relief program? A. Cash grants will range from $50 to $100, depending on the person's income. They are figured by multiplying the income amount by a per­ centage established for that income level by the new law. People whose incomes are less than $1,250 will get $50. Grants will be equal to 4 per cent of the person's income if it is between $1,250 and $1,999.99. What are the eligibility requirements for the new cash grants? A. A person must meet these three requirements to qualify for the new cash grants: 1. Be 65 years old on or before Jan. 1, 1975, or have a physical or mental disability that has lasted - or is expected to last - a year or more. 2. A. It means the total annual income of the applicant and spouse, if the spouse lives in the same residence. The basic difference is that you needn't owe or have paid property taxes to qualify for the new cash grant. If you meet the requirements listed above on age or disability, income, and residency, you qualify for a cash grant. To qualify for property tax relief, you have to meet those requirements and , in addition, have paid rent on a residence in Illinois that is subject to the property tax, or have paid privilege tax on a mobile home residence, or owe property tax. A. Yes. You wouldn't qualify for property tax relief since public housing is exempt from property taxes. But, as we mentioned, the new law does permit you and anyone else who lives in tax-exempt housing to qualify for the new cash grant program. Q. I live in a nursing home. and I have an annual income of less than $10,000. Can I qualify for tax relief? A. Yes. It is possible that you're qualified for grants under one or both tax relief programs. People who live in nursing or sheltered care homes subject to the property tax in Illinois can file for property tax relief if they meet the other requirements for age or disability, income, and residency. And people who qualify for property tax relief are qualified automatically for a grant under the additional tax relief program. a People who live in homes not subject to property taxes can qualify for the new tax relief program as long as they meet the age or disability, income, and residency requirements. Application forms are being sent automatically by the Illinois Department of Revenue, which administers the Circuit Breaker law, to anyone who has applied in any previous year for property tax relief. The one form will serve as the application for both tax relief programs. People who have not applied previously can request an application form and in­ structions for filling it out by calling the revenue department toll free at 800-252-8972. Forms will be sent to these people shortly after June 1. Q. I am a renter and I have filed this year for tax relief for my 1974 property taxes. Do you mean I won't have to file another form for the additional tax relief grant? A. No additional form is necessary. The application you filed for your property tax relief grant will serve also as the application for the new benefits. The Department of Revenue administers both grant programs and will be able to issue both tax relief payments from the one form you filed. The department will be mailing applications in May to all homeowners who have applied in any previous years for property tax relief. And similarly, the single form will serve as the homeowner's application for benefits under both tax relief programs. In addition, some 250,000 other senior citizens will be getting tax relief applications because of some help from Secretary of State Michael Howlett. The Revenue department will mail tax relief application blanks to senior and disabled citizens who hold drivers' licenses and who haven't filed for tax relief before. Q. You mentioned earlier that the bill the Governor signed into law increases benefits for renters. Would you explain that? A. Property tax relief under the original Circuit Breaker program has been expanded for elderly and disabled people who rent their residences. The new law, which becomes ef­ fective Jan. 1, 1976, and is retroactive to the 1974 tax year, increases from 25 to 30 per cent the amount of rent counted as the renter's property tax bill. Because this part of the new law is not effective until Jan. 1, 1976, renters' property tax relief for 1974 will continue to be computed this year on the 25 per cent figure. The additional 5 per cent to which they are entitled for 1974 property taxes will be computed and added automatically to the renters' property tax relief grants based on claims filed in 1976. And the revenue department will compute renters' property tax relief grants at the full 30 per cent level after next Jan. 1. Q- We're told that some renters and homeowners who filed for property tax relief were ineligible, even though their income for the year amounted to less than $10,000. Could they still qualify for tax relief under the new program? A. Yes. People who did not qualify for the property tax relief grant aren't necessarily ineligible for the additional tax relief. The only requirements for this program are that the person be 65 years or older on or before Jan. 1, 1975, or be permanently disabled, have an annual household income of less than $10,000, and be a resident of Illinois. Q. Why didn't they qualify for the property tax relief benefits? A. It's true that some senior and disabled citizens who have less than $10,000 annual income are not eligible for property tax relief grants. The reason is that their property taxes amount to less than 4 per cent of their income. The Circuit Breaker law provides for property tax relief where taxes exceed 4 per cent of the qualified applicant's income. The law does limit the maximum grant under the property tax relief program to $500 or 5 per cent of the person's income, whichever is lower. Q. Is help available to help me compute my grant? A. All you have to do is complete the application blank, which asks only for the in­ formation necessary to com­ pute your grant benefits. If you're filing only for the new tax relief grant, you don't have to answer questions 20 and 21, which apply to the property tax relief program. More severe violence may result from the venting of one's personal hostility. The severity of family vio­ lence tragically can continue up the scale all the way to homicide. A review of re­ search in the past shows clearly that violence in the family is common in all so­ cieties: in the United States, WEDNESDAY, MAY 21, 1975 homicide--the most extreme form of interpersonal violence --occurs more often among family members than it does among unrelated persons. If the function of the fam­ ily is to love, nurture, and support its members, as Americans have long believed, then violence in the family is contrary to the purpose of family life.
