Mark Leppe^-- the Governor's representative for health service area (HSA ) designation has announced that public hearings on the state's revised HSA proposal for the nine-county northeastern region (Region 2) will be hefd July 9 and 10 in Chicago. Dr. Lepper said, "The pur pose for the hearings is to gather testimony concerning the designation of health ser vice areas in Region 2, state of Illinois, under the National Health Planning and Resource Development Act P L.- 93-641." The state has been asked to submit a nevtf proposal for this region due to objections raised by the federal government to the original plan submitted Mav 3. Add water, lemon juice and rifid. Cook for 15 minutes in a double boiler, until thick. Add well beaten eggs and cook a few minutes longer, then add butter. Cake 3 eggs 1 c sugar 1 c flour IV2 t baking powder 2 T cold water Beat egg whites, add half the sugar. Then beat egg yolks and add rest of the sugar. Add cold water, then add the egg whites. Fold in flour which has been sifted w i t h t h e b a k i n g p o w d e r . Bake in large jelly roll pan in an oven 350 degrees for 15 to 20 minutes or until cake springs back when touched. Turn out on towel sprinkled with granulated sugar. Trim edges. Spread with lemon fil l ing and roll .
