DISTRICT 156 FACES VOTE (Continued from pag e 1) from year to year, District 156 taxpayers will make up the dif ference. "Once again using Illinois guidelines, District 156 will be required to make a cash payment to District 12 ranging from $1,500,000 to $3,000,000. This would be part of the division of assets. Taxpayers in District 156 would have no choice in making this payment; it would be required as part of the unification effort, i "As a result of the above cash payment, District 156 bonding power could be reduced to as low as $308,000. This limited amount would not be enough to pay for needed im provements in the areas of vocational education, physical education, h o m e e c o n o m i c s , drivers' education, and art. It would be difficult to maintain both of the existing East and West campus buildings at Life Safety standards required by Illinois if bonding power was at this low level. ' ' D i s t r i c t 1 5 6 educational programs would have to even tually be cut. If over 600 students would be taken out of the present McHenry high school program about thirty staff members would also have to be cut. Cuts would probably involve programs for students who have special needs. This would mean that the present Learning Management program (Special Education) and s o m e a d v a n c e d academic programs might suffer because of cutbacks. " I f J o h n s b u r g students would be tuitioned to District 156 over the next several years, the school day would have to be re scheduled probably into a split shift approach. This would mean critical classroom teaching time would be cut to fit a shift schedule. Some students would start school possibly, before 7 a.m. and some would return home after 6;30 p.m." A statement of the District 156 position was read at the conclusion of the presentation. "When efforts to form a unit district in Johnsburg were initially announced, the high school district took the p o s i t i o n t h a t i t recognized and ap preciated the need for and right of local communities to control the destiny of their schools. This feeling has been maintained by the b o a r d a n d a d ministration. However, we feel strongly that questions such as this should be decided on the basis of fact and not emotion. We believe that the Johnsburg unit district feasibility study represents a genuine citizen effort to improve their schools. We are of the opinion that the costs of initiating and maintaining a high school program have been seriously un derestimated. Green St., McHenry convinced that the formation of a unit d i s t r i c t w i l l significantly diminish the quality of educational opportunity for all high school students, in Johnsburg and the remaining high school district." District 156 ad ministrators suggested that the Aug. 16 referendum in John sburg would be a very significant event for both citizens in District 12 and District 156. They re-emphasized the concern that the vote be not an emotional one but rather one based upon the judgment of reality and facts. Any in terested citizens are encouraged to call them at the central ad ministrative office at 385-7900 if they have questions about the Johnsburg unification and its effects on District 156.
