The person called upon to till the unexpired term of Trustee Sandra Moyer is Russ Bingham whose appointment was unanimously approved by the board. The noisy animals ordinance No. 34 and ordinance No. 11-3 for the keeping and licensing of dogs were passed with four yes, 0 nay, 1 absent. The levy ordinance was presented for consideration. Trustee Edwin Olbinski read a petition with some twenty signatures requesting an amendment of the garage conversion ordinance. The petition was forwarded to the building department. S.W. Knetsch & Associates presented the ditching drainage survey to the board. At this point Bingham arrived. He was sworn in and seated as trustee. The double pen for housing impounded dogs will be com­ pleted shortly. Additional spraying for mosquito control was authorized 'and has already been completed. A preliminary study is under 'way for the development of a large park site pending a 30 year lease from the property owner. Trustee Hendeiiong, the chairman of the park com­ mission. and Trustee Bingham were appointed to work on the project. President Lillegard reported that the department of water research and resources viewed the damages of the recent flash flood in the creek area. Their report should be available within three weeks.
