I NIT JHSTKICT VIKYYS "Editor: "I would like to use this letter as a means to make my views known on an important question facing a sizable portion of our high school district, and affecting all of it. I am writing as a concerned citizen who is a member of the high school board and haS some knowledge of the proposals and what passage of the proposals might bring about, from both an educational and a financial point of view, to all of us. I am not acting as a spokesman for our school board, and am relating only my personal views on this^question. "It is my belief that the proposal for the creation of a separate high school district in the northern section of our high school district has serious overestimations of the type of program that could be provided and has greatly un derestimated the costs necessary to bring them about. Without any intimate knowledge of the complicated and sophisticated financial management of our school district, I think most people could easily understand the absence of financial frugality in duplicating so much of the physical facilities that are serving all of us so adequately now and for the future. "Our area doesn't need another facility like Mc- Cracken field, to sit idle with it most of the time, or another spectator gymnasium ac commodating thousands, or do we need additional ad ministrative bureaucracy. If these apparent realities don't convince you of the lack of Legal Notice LEGAL NOTICE NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN by the Board of Education of School District Number 12, in the County of McHenry, State of Illinois, that tentative budget for said School District for the fiscal year beginning July 1, 1975, will be on file and conveniently available to public inspection at Administrative office, John- sburg Public School, 2117 W. Notice is further hereby given that a public hearing on said budget will be held at 7:30o'clock P.M.. on the 16 day of September, 1975, at Administrative office in this School District Number 12. Datecjgthis 12th day of August, 1975. Board of Education of School District Number 12, in the County of McHenry, State of Illinois. By Bobbie Hart Secretary (Pub. Aug 15" 1975) economic wisdom in the proposal, a closer look at the costs of actually providing the education in two districts in stead of one might. The operational efficiency of combining several hundred students at the same time for large group presentations will never be realized as easily in a school of 600 students as compared to one with 2,200 students. If costs are of no concern to you, then, you must also take a close look at the program that a school of 600 students can realistically hope to offer as compared to the program that a school of 2,200 is offering. I'm not making reference to swimming and water polo, but to the diverse academic and vocational courses being offered at present, many of which can only be supported by a school with a large enrollment. The course offerings in the vocational area which involve expensive equipment and machinery, which must be in use constantly in order to be justified, would be severely limited in a school of 600. The whole area of career education must have greater emphasis, not less. "Because I do not live in the northern section of our district, I feel somewhat uncomfortable in making my feelings, known, lest they be misunderstood. I wasn't raised in this area, but have only lived here for seven years. I can only tell you that I have always felt that I represented all of the people who make up our school district, whether they live in Johnsburg, Wonder Lake or McHenry. On both occasions that I was elected to the school Legal Notice NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN by the Board of Education of School District Number 156, in the County of McHenry, State of Illinois, that tentative budget for said School District for the fiscal year beginning August 16, 1975, will be on file and conveniently available to public inspection at 3926 W. Main St., McHenry, Illinois in this "school District from and after 8:00 o'clock A.M., on the 16th day of August, 1975. Notice is further hereby given that a public hearing on said budget will be held at 7:00 o'clock P.M. on the 16th day of September, 1975, at 3926 W. Main St. in this School District Number 156. Dated this 16th day of August 1975 Board of Education of School District Number 156, in the County of McHenry, State of Illinois. By Edward J. Neumann, Jr. Secretary (Pub. Aug. 15,1975) board. I received substantial support from the people who comprise the area that is being asked to decide this question. It is because I feel that I represent you that I am making my views known before you are asked to decide this issue. I would hope that we could continue to share each other's talents and problems. "I am convinced that passage of these proposals would result in an inferior educational program for the smaller district, a less ex tensive program for the larger district, and serious financial ramifications for all of us who pay the bill. "I will be both surprised and disappointed if this proposal is not overwhelmingly rejected at the polls. "Sincerely, "Edward J. Neumann, Jr." Legal Notice McHenry Shores Ol d. 43 AN ORDINANCE RELATING TO NOISY ANIMALS BE IT ORDAINED by the President and the Board of Trustees of the Village of McHenry Shores, McHenry County, Illinois, as follows: SECTION 1: It shall be unlawful for any person to keep or maintain any animal within the village limits of the Village of McHenry Shores, which by loud and frequent noises, alarms or disturbs any persons who resides in the area or vicinity of such animal. Aug. 15,1975) With the recent designation of new health service areas for planning by the Department of Health, Education and Welfare, local area-wide comprehensive health planning agencies are laying the groundwork for cooperation in developing agencies for the new areas. Operation Health, Inc., the comprehensive health planning agency for Kane, Kendall and McHenry counties, has an nounced that its Executive committee will be meeting with representatives of both Lake County Health Services Planning council and the Will- Grundy-Kankakee Com prehensive Health Planning council to work out the details of making the transition from the current areas to the new ones. "We have a twofold responsibility in this situation," stated Richard Wissell of McHenry county, President of Operation Health. "We have to be sure that the interests of the people of Kendall county are served in their incorporation into the Will-Grundy-Kankakee agency. At the same time, we have to provide for a smooth merger of Operation Health and the Lake county health planning group." The designation of new health service areas was called for by the National Health Planning and Resources Development act, signed into law earlier this year by President Ford. Under the provisions of this act. Health Systems agencies will be organized throughout the nation to plan for health needs, review proposed health programs, and develop programs where they might be needed. The new law adds regulatory power which had been lacking in the com-, prehensive health planning program, which it replaces.
