PAGE 8-SECTION TWO-PLAINDEALER-AUQUST 20, 1975 Full Certification To Operation Health Operation Health, Inc., the area-wide comprehensive ^health planning agency for Kane, Kendall, and McHenry counties, has been fully cer- • tified by the Illinois Health ' Facilities Planning board to review and comment upon health facilities and services • -proposed for, the three county area. A certificate of recognition was awarded to the health planning agency by the Illinois Health Facilities board's .chairman. .Jack Knuepfer. recently. This full certification replaces the interim cer­ tification which had been awarded to the agency earlier in the year. This certification was awarded under the provisions of the Illinois Health Facilities act of 1974, which is commonly referred to as "Certificate of Conformance". According to this law, any hospital, nursing home, or ambulatory surgical center proposing a capital expenditure of $100,000 or more; or a substantial change in its services; or a change in its bed capacity must receive a permit from the Illinois Health Facilities Planning board wh-ch indicates that the proposed project is needed. When a proposal is sent to the state board, that body solicits the review and recom­ mendation of certified local health planning agencies such as Operation Health. In reviewing such projects, local planning groups must use approved standards, criteria, and plans of need as a basis for making their decisions. Although Operation Health was one of the first agencies in the state to receive full cer­ tification. it was not without some complications. The main complication stemmed from the insistence of its board of directors that the Operation Health's "Guidelines for Hospital Bed Needs" be used as the plan base, rather than the state bed need study. "We felt strongly that our 'Guidelines' more realistically dealt with the need for hospital beds than did the state plan," stated .Richard Wissell, for­ merly of McHenry, president of Operation Health. "Whereas the state plan provides a very narrow formula for approving or disapproving hospital beds, the "Guidelines' provide a basis for looking at alternatives to hospital beds in a "given com­ munity." This position was emphasized bv Kenneth Steffan, chairman of the Planning committee of Operation Health. "The state sees its plan merely as a tool for regulation." stated Steffan. "It was our contention that our 'Guidelines' were not only a tool for regulation but also a basis for real planning." After several sessions bet­ ween representatives of Operation Health and a special committee of the. state board, the "Guidelines" were ac­ cepted by the state as the plan base for Kane. Kendall and McHenry counties. This action led the way to the agency's certification. since it satisfactorily met all the other requirements for such cer­ tification.
