Fred J. Schraeder (Dem,, Peoria), also co- chairman of the study group. The key element of sub-committee pro­ posals relating to townshipossessors is to provide for larger assessing districts while retaining the elective township assessor. Thus. the smaller townships would elect ' one assessor to serve in several neighboring townships. Beginning with the next general election of township officials in 1977, the township assessors will also be required to have pre­ election qualifications and meet certain ob­ jective standards after * they have assumed office. Another area of reform being con­ sidered involves the county supervisor of assessments. In township counties the s u p e r v i s o r o f assessments is charged with giving direction to the township assessors and serving as secretary to the county board of review. In counties with the commission form of government the s u p e r v i s o r o f DR. The legislation is designed to set stan­ dards for the county s u p e r v i s o r o f assessments. Protection from political'influences is provided for the s u p e r v i s o r o f assessments whose county is well assessed. On the other hand, it will be more difficult for the s u p e r v i s o r o f assessments whose county is poorly assessed to retain his office. F i n a l l y , t h e legislation will create a new State Property Tax commission to replace state-level property tax functions currently being performed by the Department of Local Government Affairs. The state is responsible for insuring that there is equity in the assessment of property between counties by equalizing the county assessments. They also are directed to furnish guidelines to the township and county assessors and assess certain classes of business property. The sub-committee has found that at least since 1946, this function has not been fairly implemented and there J presently is a general breakdown in the system. For instance, there is no relationship between present levels of assessment in the several counties and what is required by the statutes. It is hoped that an independent state tax commission will result in fairer administration of the laws. Four McHenry youths escaped injury Saturday morning about 1:15 when the jeep in which they were riding overturned on Edgewood road, just west of Bay road, south of McHenry. The driver, Debra A. Roberts of 1208 Bonnie Brae, McHenry, was making a u-turn when the jeep slid down an embankment into a deep ditch and rolled over. Her three passengers, Robert J. Hess of 615 S. River road, Larry Finney of 4214 Prairie avenue and Jeffrey Meddings of 4218 W. Sioux lane, all of McHenry. escaped injury in the mishap. James J. Iwanski of 2011 S. Fernwood, McHenry, was cited for failure to reduce speed to avoid an accident after a roll­ over accident Saturday evening about 7 o'clock at 513 River road. He received minor in­ juries in the mishap but refused medical treatment. Officers reported Iwanski was south-bound on River road when the car began to slide as it entered a curve. Hamsher, 12 N. Pistakee Lake road. Fox Lake, where she had made her home for the past twenty years. Mrs. Lay was born Apr. 10, 1896. in the McHenry area. She operated a tavern in Johnsburg for many years. The body will rest at the K.K. Hamsher funeral home. Fox Lake, where arrangements for visitation are incomplete at press time. A funeral Mass wilj,, be offered Friday morning at St. Bede's church, Ingleside. HELEN T. BIESCHKE Helen T. Bieschke, 71, Rich­ mond, formerly of Park Ridge and Mt. Prospect, died Sept. 1 at Burlington Memorial hospital, Burlington, Wis. She was born Aug. 9% 1904, in Chicago, the daughter of Charles and Helen Biewald Baumann. The deceased was a member of St. Joseph's church, Rich­ mond, and the Catholic Order of Women Foresters, St. Martha Court 46 of Chicago. She was formerly employed at Carson's in Randhurst. Survivors include two daughters, Mrs. Thomas (Gwen) Bower, Richmond, and Mrs. Robert (Frances) Scholz, Orchard Lake, Mich.; six grandsons; two brothers, Edward Baumann. Chicago, and Martin Baumann, Livermore. Cal. She was preceded in death by her husband. Raymond E.. May 6.1962; a daughter. Helen; and three brothers, Charles, George and Lawrence. Visitation will be held Wednesday from 3 to 5 and 7 to 9 at the Ehorn-Adams funeral home, Richmond. A funeral. Mass will be offered Thursday morning at 10:30 at St. Joseph's church with burial in All Saints cemetery. DesPlaines. RONALD ROSS An automobile accident near Hurley, Wis., claimed the life of Ronald Ross. 35, of 2018 Or­ chard Beach road, McHenry, Aug. 30. Mr. Ross was born in Chicago Sept. 9. 1939, and had lived here for two years. He was a professional truck driver. Survivors include his wife. Linda, nee Johnson, whom he married June 17, 1972 in McHenry; his parents. Frank and Marie Heavey Tross, Chicago; his maternal grand­ parents, Frank Heavey, Chicago, and Marie Heavey, Libertyville; three brothers, Richard Tross, Lombard, Roger Tross and Michael Tross, Chicago. Visitation will be held from 2 to 9 p.m. Wednesday at the Peter M. Justen and Son funeral home where services will be conducted Thursday morning at 11 o'clock by Pastor Herman Graef of the Zion Lutheran church, with burial in Woodland cemetery. HAZEL F. KUHLMANN Miss Hazel F. Kuhlmann, 59, died Sept. 2 at her home at 2513 Scheid road, McHenry, following a long illness. She was born in Chicago Sept. 25, 1916. Survivors include two sisters, Emily Ross, McHenry, and Elizabeth Maas, Berwyn. Friends may call at the Island Lake funeral home, 106 E. State road, from 3 p.m. Wednesday where services will be conducted Thursday mor­ ning at 11 o'clock. Burial will be in Elm Lawn cemetery, Elmhurst.
