If75 Public Action Council For "Everyday Citizens" On Oct. 21 the Illinois Public Action council officially launches a drive to bring into existence a state-wide federation of community organizations and citizen groups that can make the voices of everyday citizens heard in the councils of state government and in the coporate board rooms throughout Illinois. The council has been founded by community leaders from a number of areas in the state. It has been established because many of the problems faced by local neighborhoods affect communities throughout the state and "because many of these problems require action by the state government." f The founders of IP AC believe that the average person who is affected by political and economic decisions has little to say about them. The council issued the following statement: "Hundreds of full-time special interest lobbyists wine and dine legislators, with only one or two representing the interests of the majority. We think it's time for the regular guy to have a say and IPAC is intent on organizing a coalition of organizations that can do just that. ' ' M a n y c o m m u n i t y organizations exist throughout the state which have fought - and often fought successfully - for the rights and interests of people in the neighborhoods. This is particularly true at the local neighborhood and metropolitan levels. "Financing for this organizing effort is being generated from thousands of individual contributions made by citizens all over Illinois. These contributions are ob tained through a door-to-door canvassing program. This fund raising and IPAC's ad ministration will be handled by a staff headed by Marc An derson, who has set up similar fund raising programs for other organizations throughout the country. IPAC's program and research staff include professional organizers and researchers with considerable experience with citizen action organizations. The staff in cludes, among others, Bob Creamer, the former associate director of Chicago's Citizen Action program, David Zwick, for the last three and a half years a top aide to Ralph Nader in Washington; and as a research consultant, Henry Scheff, former research director at Chicago CAP.
