Percy Dr. Robert Seamans, Di­ rector of the Energy Research and Development Administra­ tion. recently telephoned me to advise that an Illinois site r had just been approved for the construction of a $250 million coal conversion dem­ onstration project. The approval confirmed what many Illinoisans have known for a long time: Illi­ nois, with its estimated 148 billion tons ef bituminous coal deposits and its rich water resources, is ideally suited for development and construction of coal gasification and lique­ faction plants. The demonstration project will be built by Coalcon, an affiliate of Union Carbide Cor­ poration and Chemical Con­ struction Corporation. Coal- con will convert high sulphur Illinois coal into clean-burning liquid and gaseous fuels. Lo­ cated between New Athens and Faygtte.ville in south­ eastern Illinois, the project wikvemploy 1,000 construc­ tions-workers and 260 oper­ ating personnel. The plant will use 2,600 tons of high sulphur coal a day, and is expected to produce 3,900 barrels of liquid fuel for use in boilers and 22 million cubic feet of synthetic natural gas daily. The coal will be pulverized, heated and reacted with hy­ drogen in a gasification- liquefaction process called hy- drocarbonization. Ollicia'ls an­ ticipate that the process will prove to be more efficient and cheaper than current tech­ nologies. . If the demonstration plant is successful, Coalcon will de­ velop a commercial plant which would directly create 700 more jobs and assure the future productive use of high sulphur Illinois coal. The Illinois site was se- • lected because it best met I Coalcon's criteria for the; project: 1.) availability ol ade-« quate quantities of suitable! high sulphur coal with con- \ sumption rates specified for* both demonstration and com-! mercial plants; 2.) suitability^ of land, including topography,'} zoning and availability, with u a requirement of 700 acres « for the demonstration plant and another 300 acres for a commercial plant; 3.) avail- ~ ability of adequate water sup- ' plies; 4.) availability of a dis- 9 tribution network including > rail, pipeline and barge serv- •<* ices; and 5.) public support for the project. Construction of the plant ! is scheduled to begin in 1977 and be completed by 1980. Then, for the next 42 months, ' the plant will test and evalu- ' ate the hydroearbonization " process, assessing the eco- J nomic benefits of full-scale ~ commercial production. Several other coal conver-_' sion projects in Illinois have been proposed to ERDA. Most recently, Commonwealth Edi- 1 son proposed a project plant'L to be constructed near Pekin.1 I will continue to work, along f with other Illinois elected officials on the state and fed- ~ eral levels, to obtain ERDA's ' approval and support of such - projects. The approval of the Coal- ' con project culminates many months of work |6y my own office and others and marks, the beginning of a promising future in the development of domestic energy resources.
