Extend Facilities For f 'v Bicentennial Licenses m e r i c a n V i e w p o i n t s Sale of collector's 1976 Bicentennial license plates for Illinois has been extended to all facilities of the Secretary of State's office, Secretary Michael J. Howlett has an­ nounced. Originally, only three motor vehicle facilities in Chicago and two in Springfield were designated to handle over-the- counter sales. The special plates now will be sold ad­ ditionally *1n* Chicago Heights and ninety other driver service facilities. "Because of the early in­ terest in our state's Bicen­ tennial plate, we have in­ creased distribution to make these more readily available to everyone throughout the state," Howlett said. The full sized, metal plates went on sale Jan. 2. They are designed after the 1976 passenger license in red, white and blue. It shows USA-200 in the center with "Collector" displayed vertically on both sides. I On Phone Bills Jan. 1 marked the fourth straight year the federal excise tax on telephone bills will drop. The excise tax went from 7 percent to 6 percent, and will continue to be applied to monthly service and long distance calls. Illinois Bell is simply the tax collector for the federal government, under the federal, excise tax law. The company collects the excise tax on most telephone services and turns it over to the federal government. In 1974, Illinois Bell's total tax bill was $459.7 million, or $67.10 per telephone.
