i SECTION 2 • PAGE !• - PLAINDEALER-WEDNESDAY WAY 26. 1»7< State Mosquito Abatement Policy For Executive Fitness The McHenry County Board of Health is concerned with all aspects of the Health of the people of McHenry county. It is especially interested in the prevention of an outbreak of disease and in the use of en­ vironmental controls to prevent such an outbreak. During the past few years considerable discussion has been held concerning the mosquito problem and the proper methods of controlling these mosquitoes to prevent a disease outbreak. Having considered all aspects of the problem, in­ cluding the fact that historically there have not been two years in a row where there has been an outbreak of St. Louis Encephalitis in Illinois, the Board of Health has adopted the following Mosquito Abatement policy: 1. Any Mosquito Abatement program in McHenry county should be carried on under the direction of the McHenry County Department of Health. 2. Generalized community spraying for adult mosquito control should not be done on a routine basis, but should only be done during an endemic or epidemic situation when rapid reduction of the mosquito population would be necessary to arrest the transmission of disease by the mosquito population. 3. Localized and selective spraying for adult mosquitoes should only be used when the McHenry County Department of Health finds it to be warranted to promote the entire health (mental as well as physical) of the specific area involved. 4. A mosquito survey in­ cluding both adult and larva levels should be performed in McHenry county to determine the prevalent species of mosquitoes, the location of their breeding sites, their densities, and their flight range. This study should be done under the direction of the McHenry County Department of Health 5. An educational effort should be made throughout the County to inform individual property owners what measures they can take to help control mosquitoes such as preventing mosquito breeding in stagnant shaded pools, old tires, bird baths, clogged gutters, etc. 6. Whenever breeding sites are located, they should be eliminated when such elimination is practical and feasible. 7. This Health department will continue to review new, effective and safe means to deal with the mosquito problem. 8. In accordance with a recent Attorney General's opinion on duties and responsibilities of Board's of Health as prescribed in the Illinois revised statutes, the McHenry County Department of Health has jurisdiction in matters of health protection in the entire county including municipalities and in­ corporated areas. 9. The McHenry County Board of Health believes that mosquitoes probably have a greater influence on human health and well being than all other insects. They play an important role in the tran­ smission of encephalitides and cause a great discomfort and misery by their bites as well as loss of sleep and serious ner­ vous irritation. The Board, therefore, believes that mosquito control should be an integral part of the total health program of the McHenry County Department of Health. 10. A complete Mosquito Abatement program should be initiated to preclude the possibility of the transmission of disease through mosquitoes and to alleviate mental stress due to heavy mosquito populations. 11. The McHenry County Department of Health will initiate a mosquito abatement program through a system of surveys, mapping, education, The Law Serves You Special Court Simplifies Small Money Matters Many people fail to try to collect small debts owed them, feeling that the cost of going to court will be more than the debt justifies. While some people use a lawyer in Small Claims court, it is not required. On technical legal points, the judge acts as a referee so that neither party is at a disad­ vantage. To get a case on the court's docket, the plaintiff pays the filing fee and submits a short, simple complaint, stating the name, address and telephone number of both plaintiff and defendant, and describing the nature and extent of the claim. Biological control methods and engineering methods to remove mosquito breeding grounds are the desirable methods for con­ trolling mosquitoes. Whenever practical biological control and engineering will be encouraged and initiated. 13. As an integral part of the total mosquito abatement program the department will provide information on mosquito control through newspaper publicity and distribution of mosquito control pamphlets. 14. Whenever biological control, engineering methods and public education are ineffective in controlling development of larvae, lar­ viciding will be permitted. Only larvicides or insect growth regulators which are registered with the E.P.A. and approved by the U.S. Department of Interior for use in wildlife sanctuaries and are acceptable to this department may be used in McHenry county. Abate granular shall be used only in, waters which have proved to be developing larvae and where such larvicide will not be toxic to fish. Flit MLO is the only larvicide which may be used in pasture areas frequented by domestic animals. Where Flit MLO is believed to be inef­ fective due to heavy vegetation or other limiting factors, Abate granular or liquid formulation may be used at rate prescribed by its label only in mosquito bearing waters and only in those areas of the water in which larvae are found. Overdosing is prohibited. 15. When larval control per se has failed to prevent mosquito annoyance as measured by light trap and-or landing count surveys, and where light trap counts exceed 40 adult female mosquitoes over a 12 hour period and-or a landing count (using a lighted forearm) exceeds 5 bites in 5 minutes, Any written documents that support the claim should be attached to the statement. Next, a summons to appear in court is served on the defendant. If sent by certified mail or served by the sheriff's department, the plaintiff pays a small fee; in some cases, the plaintiff may be able to serve the summons. The actual hearing, or trial, is conducted in an informal atmosphere, each party being given the opportunity to state their side of the case. Even if one of the parties is represented by a lawyer, the other party should not be at a disadvantage, since strict rules concerning evidence, ob­ jections and testimony are not followed. In most cases, the judge will render the verdict, unless the plaintiff wishes to pay the cost of a jury. In an emergency situation the Board of Health may approve other insecticides registered with federal E.P.A. 16. Aerial application of larvicide shall not be used, except where large mosquito bearing waters are inac­ cessible to ground application methods. In such a situation, aerial application shall only be used selectively in areas where larvae have been found. 17. As the health protection agency of the county, the Board of Health has the responsibility for preventing health hazards. Therefore, the Board requires that communities and mosquito abatement contractors in McHenry County shall consult with the Department of Health prior to contracting for Mosquito Abatement. Con­ sonant with the role of the Board of Health in all matters of public health, the final decision on use of pesticides on a large scale should rest with the Board. The McHenry County Department of Health will be pleased to work with any municipality in the develop­ ment and implementation of a Mosquito Control program. The term "executive fitness program" is coming to mean more than a program of fitness just for executives. The phrase begs definition of both the terms "fitness" and "executive." In recent years, hard-headed, c o m p e t i t i v e i n d u s t r y , especially the business giants, have come to realize that the daily pressure of intense ad­ ministrative effort • and responsibility could be borne best by those who were in top physical condition. In fact, these businesses also found that their highly pressured top echelon workers were also the most vulnerable to becoming "unfit," mostly because of sedentary con­ ditions in their work, heavy and rich dietary intake, greater indulgence in spirits and smoking, and long, strenuous, stressful, harsh work days. Often the most crucial decision makers were found to be at greatest risk. Many companies have been turning to scientific and structured fitness programs to protect their executives. Now they are finding that overall productivity is so greatly increased, that there is less work-loss time, and that the general liability for their employees is so much less that the "executive fitness" ap­ proach is being considered for many more of their workers than just the decision makers. What was once thought *f as only for "executives" now becomes the executive-type program for all. That is, a comprehensive plan for helping employees achieve and maintain maximum health in order to provide maximum productivity and minimum liability. All fitness programs should begin with a special type of health evaluation (we used to say you should first "see your doctor"). This evaluation should not only consist of a thorough check-out for disease, but should also determine the following "systems ef­ ficiencies": -joint maneuverabilities -muscle group strengths -cardio-endurance status -coordination for mobility and function - - w o r k p e r f o r m a n c e capability Obviously, not all doctor's offices are prepared to provide this type of medical work-up. But some are available, and these should be sought out. The end result of such an evaluation should not only provide a quantitative estimate of your work capacity and exercise tolerance, but also should provide an in­ dividualized remedial program (the "fitness prescription"). This "prescription" should be written out in length and manner to the extent that a trained "fitness therapist" can immediately know what is to be done, how much and for how long. All programs should be progressive; that is, they should start at the indicated safe but effective training level, and then gradually build up. Fitness therapy today is based upon scientific principles determined through exhaustive research of work physiologists. Properly performed fitness therapeutic programs require skilled and credentialed evaluators and therapists. Business firms, clinics, in­ stitutions, or individuals in­ tending to get involved in health improvement and maintenance through fitness programs should seek out and rely only upon those who are acknowledged experts in this field. Those interested in obtaining a list of experts on fitness therapeutic programs should contact the Dean's office at the College of Health, Physical Education, and Recreation at the University of Illinois Chicago Circle, 996-2770.
