MAY 26, 1976 Farm Bureau Pushes For Estate Tax Law Action Indications are that the momentum to correct estate tax laws is being lost, and farmers better start writing to remind their legislators of the urgency of this legislation, reported John Martin last week. Martin, president of the McHenry County Farm Bureau, said disagreement over amendments being of­ fered and distraction caused by the political campaigning are among handicaps supporters of the Burleson and Curtis bills are facing. In Illinois, some effort is being made <-to double the inheritance tax exemptions in Illinois law and Sen. Cecil Partee, Chicago Democrat, is among those supporting this proposal. "It would be an excellent idea for farmers to write their state Representatives and Senators and urge their support," said Martin. "It will benefit a broad segment of our society. Home owners, for example, have seen the value of their real estate more than double in ten years." Inheritance tax exemptions in Illinois have not been in­ creased for sixty-seven years. The bill Partee supports in­ creases from 120,000 to $40,000 the exemption for spouses, children and parents; from $10,000 to $20,000 for brothers and sisters; from $500 to $1,000 for aunts, uncles, nephews and nieces; and from $100 to $500 for strangers. Small businessmen have much at stake in both federal and state proposals, Martin observed. The federal estate tax law has not been adjusted to allow for inflation or the influence of urban and industrial development that affects the value of nearby farmland. That law was written in 1942. In­ creased land values force estates into higher tax brackets while real income from far­ ming has not increased in proportion, summarized Martin. Bull Valley road, McHenry, was awarded a Juris Doctor degree from Creighton university. The commencement exercises were held Saturday, May 15, in the Omaha Civic auditorium. More than 825 persons received degrees. Founded in 1878, Creigton university is a Jesuit, co­ educational, independent in­ stitution in Omaha, Nebraska. 1 RTA Opponents Flex Muscle Discuss CUP Program For Services Forum The next meeting of the Forum for Community Ser­ vices will be held at the Crystal Point Mall Community room at 10 a.m. instead of the usual 9 a.m. Wednesday, May 26. The guest speaker will be the Reverend William Johnson, whose topic will be the recently organized CUP Program (Community Upholding Per­ sons). This is a special day for the Forum so all friends are requested to attend. It is the day of the fund raising for this worthy, non-for-profit organization. The Community Referral Service directory has been completed and is now ready for distribution. It will be passed out to those in attendance before it will be available to anyone interested in knowing the services available to McHenry county residents. The meeting is open to the public! It almost happened last Thursday. The anti-RTA forces in the General Assembly almost won a big one in the House Appropriations com­ mittee. Instead, on an 11-11 tied vote, an amendment to delete all state subsidies to the Regional Transportation Authority went down to defeat. Offered by committee member Cal Skinner, Jr. (R- McHenry county) on behalf of Rep. George Sangmeister (D- Will county), the bill's amendment received strong support from Republican spokesman Don Totten of Cook county and Tom Hanahan (D- McHenry county). "The margin of loss was totally attributable to Down- state lawmakers who were cutting deals with Chicago Democrats," was" the ex­ planation Skinner made for the close defeat of his little two-line amendment to deprive the RTA of $122.5 million in state road and general fund subsidies next year. In explaining his vote after most other committee mem­ bers had voted, Skinner challenged all Downstaters who voted for the measure to debate him on the subject in their home districts. "How are you going to justify paying $3 from each license plate a constituent buys? How are you going to explain your role in forcing every one of your constituents to ante up $\o of their state sales taxes to bail out the Chicago Transit Authority?" Although RTA is scheduled to receive $122.5 million, assuming a floor fight is un­ successful, the CTA will need about $129 to cover its operating deficit, Skinner pointed out.
