However, the Senate last month reauthorized fund­ ing for these program* under Title II of CETA. Because the House of Representatives would have ptefeired to In­ dependently refund the public service jobs program there has been some confusion as to whether or not appropriations would be released by the De­ partment of Labor. I am now confident that the funds will be released and that the pro­ grams will continue. These programs, however, are only ss effective ss the local governments that oper­ ate them. The Department of Labor has reviewed several programs and has found them to be substandard These local governments risk loalng their federal funds unle** they up­ grade their programs to meet federal requirements. The pro­ grams have been moat effec­ tive where they have been run by trained staff on a non- political basis These Jobs are not to be used as patronage plums.
