Propose No Controls For Home Heating Oils The energy agency also an nounced that it will issue a notice of proposeed rulemaking to consider other modified standby authorities that could be invoked in the event of unexpected middle distillate supply shortages or price distortions. The decontrol plans are not expected to increase prices other than those already projected as crude oil costs increase, Zarb announced. He said the increased competition resulting from the proposals could hold down price increases below where they would be with continued regulation. The Federal Energy Ad- minministration (FEA) has submitted to Congress proposals to exempt home heating oil, diesel fuel, and kerosene from controls ef fective July 1, 1976. The price and allocation controls on these middle distillates could be converted to standby authority and could be reimposed at FEA's discretion if shortages occur in the future, according to FEA Ad ministrator Frank Zarb. Zarb said the proposed action is expected to increase com petition at all levels of distribution and strengthen the competitive postition of in dependent marketers. Under the Energy Policy and Con servation act of 1975 (EPCA) either house of the Congress has fifteen legislative working days to disapprove the plans. Otherwise they become ef fective as scheduled. FEA notes that serious shortages of petroleum products, conditions that im posed controls, no longer exist. Located on the west side of Richmond road (Rt. 31) just north of McCullom Lake road, the spacious new facility will feature twenty-five tees on concrete plus a grass tee section. Two target greens are planned. A miniature golf course is also included in the prog) am, with its opening scheduled for late summer or early fall. For baseball fans, there will be a batting range complete with three pitching machine^. An amusement arcade and snack vending machines will be available in the clubhouse. Special quartz type lights on the range will permit its use long after dark. Parking for 30 cars on the site will be available. The new golf range is a family operation.
