Severe stunting and even stand loss occurred. This insect generally causes more damage than is realized, t Initial damage by leafhoppers shows up as a V-shaped yellowing at the tip of the leaves. Discoloration often starts at the midrib where the insect pierces the leaf and sucks sap from the plant. Plants are stunted and a general yellowing of second and third crop alfalfa may occur. Leafhoppers reduce the quantity and also the quality of hay by lowering the vitamin A and protein content. Damage by this insect is easily mistaken for that caused by disease or nutrient deficiency. These also cause plant yellowing. To check for the presence of leafhoppers, shake alfalfa plants over a piece of paper or your hat. Adult leafhoppers are winged, pale green, wedge-shaped, and about one-eighth inch long. If you observe swarms of these when new growth is four inches high and leafing out, control will be justified. Apply a spray of carbaryl (Sevin) or dimethoate (Cygon). Follow the directions on the label regarding rates and restrictions in days between application and harvest. Fast Cylinder Speeds Reduce Harvest Loss-Unless the mo6iture content of wheat is less than 12 percent, the best cylinder speed to reduce grain loss during harvest is above 1,100 revolutions per minute (rpm). Wheat containing ten percent moisture results in the least threshing loss with cylinder speeds of less than 800 rpm. However, this is slower than most combine manufacturers suggest. As cylinder speeds are increased, losses are reduced. But, as moisture content increases, losses are increased. , As you might expect, the least amount of unthreshed wheat occurs with 12 percent moisture grain and the most unthreshed wheat occurs when grain is at or near the 20 percent moisture level. Unthreshed grain decreases with increases in cylinder speed. Pinch Back Mum Buds - The cool spring has caused many chrysanthemums to set buds and bloom. These early flowers will be few and small and will prevent your plant from blooming this fall. To obtain good growth and hold flower production till fall, pinch out these buds and fertilize your chrysanthemums. The last date to pinch back chrysanthemums is July 15. After that date plants should be allowed to set flowers. Mums can be fertilized monthly through September. Asks Quarterly Payments For School Funding Comptroller George W. Lindberg has renewed his call for the General Assembly to split the fall lump sum payment for special education and pupil transportation into quarterly payments. In his monthly financial report, Lindberg said: "The situation is clear. There will be a cash shortage and an ex­ tended period of slow pay beginning this September or October if nothing is done." The quarterly payments are a part of the 19-point plan the comptroller recommended to the legislature June 10, a plan aimed at getting the state through its available cash crunch without a tax hike. The comptroller urged that the state's common schools be reimbursed $3.5 million to make up for interest lost as a result of quarterly payments. "This would make the change fair to the schools," he said. "If the $150 million special education and pupil tran­ sportation reimbursements are made this September as now required, there will»not be enough money to meet other state obligations on time," Lindberg said. "After two years of deficit spending, there is no more cash cushion to draw upon."
