Qualified individuals must, however, file a tax return to obtain the money. The following information about the Earned Income Credit has been provided by the internal Revenue Service. Q. I didn't file a tax return to get the Earned Income Credit, and April 15 has passed. Is it too late now to file*' A. No. You can still file a tax return and claim the credit. Check with your local IRS office. Q. Who is eligible for the Earned Income Credit? A. Workers will qualify for the credit if : (1) they had some earned income consisting of salary, wages, tips, other employee compensation or monies from self employment and their total adjusted gross income was less than $8,000 during 1975, (2) they main tained a home (owned or rented) in the United States for themselves and at least one dependent child for the entire year, and (3) their dependent child was less than 19 years old or was a full-time student. Q. Do I have to have paid taxes to receive the credit? A. No. Many people who are eligible for the Earned Income Credit may have earned so little money, they paid no tax, and didn't even have to file a return. But the only way they call get any credit due them is to file a return. Q. If I qualify for the credit and have no tax liability, will I automatically get a check for $400. A. No. Once taxpayers have filed their return, the IRS will verify the amount due. Those wbo are eligible who earned $4;000 or less in 1975 will receive credit for ten percent of their earned income, up to a maximum of $400. However, the amount of the credit will be less if income from all sources rUhS between $4,000 and $8,000. Q. How can I find out more about the Earned Income Credit? A. Just contact the nearest IRS office. IRS employees can supply free copies of Publication No. 596, "Tax Benefit for Low-Income In dividuals," Forms 1040 or 1040A, and any additional in formation that may be needed. 'Airport crews, meanwhile, were busy cleaning up car casses of dead birds in and around the 100-acre Lake OtHare and city of Chicago officials had agreed to follow a Department of Conservation recommendation that the lake be flushed with clean water. *The botulism diagnosis was made earlier in the week by Department of Conservation wildlife biologists and con firmed by tests administered at tBe National Fish and Wildlife Health center in Madison, Wi. •The birds were mainly mallard ducks, Canada geese, ajid various species of shore birds which succumbed after drinking the lake's con taminated water. What comes out of Wisconsin, picks up passengers, makes money and is in danger of being stopped from providing the only bus service eastern McHenry and western Lake county residents have seen in years? "It's certainly not the Regional Transportation Authority," is one of State Rep. Cal skinner, Jr.'s answers to that rhetorical question, "but it's initials do rhyme with RTA." What Skinner is talking about are buses in a system developed by Wisconsin commuters near Lake Geneva after the Milwaukee road and the Chicago & Northwestern railroad got permission from the U.S. Interstate Commerce commission to discontinue commuter service to Walworth county, Wi. Spearheaded by William H. Sills III. the commuters got permission from the Wisconsin legislature to form a public mass transit district. It's called the Geneva Lake Area Joint Transit commission or GLA for short. The GLA serves eleven communities in Illinois besides those in Wisconsin. One can get from McHenry to Crystal Lake on a GLA bus for 50 cents, for example. It is designed to get people between Wisconsin and train stations on the Milwaukee and C4NW railroad lines. Along the way to the Crystal Lake station it stops at Rich mond, Ringwood and McHenry. Ending up in Lake Zurich, it serves Solon Mills, Spring Grove, Fox Lake, Volo and Wauconda. "The GLA's executive director, Gunnar Bergersen tells me that he has talked with the Regional Transportation Authority people, but that they won't put anything in writing," Skinner said. "Now, ap parently, the Illinois commerce commission is about to 'protect' the RTA from the GLA's 'competition'. "Isn't that something?" he continued. "Buses are running up and down the eastern side of McHenry county and the western side of Lake county at absolutely no cost to any tax payer and the Illinois Com merce commission is thinking about shutting down the Illinois operation. Since the RTA provides nothing to McHenry county and nothing comparable to Lake county, I cannot un derstand the ICC's reasoning. "Should the Commerce commission succeed in stop ping the GLA from serving Illinois residents, the GLA will still be able to carry riders from Wisconsin to Illinois train stations. It just won't be able to i pick up anybody in Illinois," fl Skinner continued. U "I suspect that the RTA doesn't want this profit-making | public mass transit district around to. show how inefficient the Chicago Transit Authority really is. I think the ICC is in cahoots with the RTA and is about to force the GLA to spend tremendous leeal fees to provide service to RTA tax payers who are completely unserved by the RTA.
