The picture at right is a scanning electro-micrograph of a cockroach. The cock­ roach has been on earth for over 350 million years (twice as long as the dinosaur which became extinct 150 million years ago). He outlived the dinosaur because of his small size, unusual hardiness and in­ discriminate appetite and a- bility to adapt to changing environments. Today, the size enables the cockroach to hitchhike in grocery bags, soft drink car­ tons, coat pockets and sneak behind your stove, refrigera­ tor, kitchen cabinet and any crack or crevice. In the event it isn't a him but a her -- she may be looking for a place to lay her eggs. The German Cockroach is the most common house in­ festing species in the United States. An egg capsule from a German cockroach contains 30 to 48 eggs. These eggs hatch in about 28 days at ordinary room temperature. The life cycle consists of three stages -- egg, nymph and adult. Over fifty cockroach spe­ cies are known to live in the United States. The most com­ mon are the American, Ger­ man, oriental, brown banded, smoky brown, Australian, brown, woods and field cock­ roaches. The control of cockroaches begins with careful inspection on the part of the professional pest control technician. Letter from Washington by Senator Charles H. Percy If Congress does not act soon, a time-honored Ameri­ can tradition will begin to disappear. The family farm and family business have their roots in the founding of this nation. That they have sur­ vived 200 years of major eco­ nomic and social change is a tribute to the men and women who run them. The current threat, which they will have great difficulty in surviving if action is not taken, is the result of our out-of-date estate tax laws. Historically, the estate tax was a means of raising reve­ nue and rates were increased and lowered as federal reve­ nue needs fluctuated. During the 1920's and 1930's, con­ cern about unreasonable ac­ cumulations of wealth by a few led to the enactment of our current estate tax. Under current law, estates are taxed at progressive rates rising from 3 percent to 77 percent, after the deduction of an exemption of $60,000. Spouses are allowed an addi­ tional exemption equal to half the estate. While only 14,500 estates were taxed in 1945, taxes were levied on approxi­ mately 150,000 estates in 1975. In the meantime, the revenue raised by these taxes has progressively diminished and today estate and gift taxes combined account for less than 2 percent of federal revenues. The reason for the expand­ ing burden of the estate tax is that the $60,000 exemption has remained constant since 1942, a period during which inflation increased 225 per­ cent. In many areas, land val­ ues have risen even faster. S60.000 may barely cover the value of a home. It does not cover the value of the assets of hundreds of small busi­ nesses and is less than a quar­ ter of the value of the average family farm. What makes the estate tax particularly onerous for fam-- ily farms and businesses is that a large proportion of their value is tied up in phys­ ical assets. The Agriculture Department has estimated!* that 70 to 90 percent of a typical farm's assets are in land, machinery and huildings.. The minimum possible value of a productive farm business is about $270,000, putting it in an estate tax bracket of 32 percent. This does not include state-imposed taxes. In most, cases, a portion of the farm's assets have to be sold to pay the estate tax, making contin­ uation of the business impos- • sible. Because of the impact of the federal estate tax, many family farms and small busi­ nesses must be sold, rather than passing on to spouses and children, and a great American institution is being lost. To stop this trend, I am working with other members of Congress to amend the estate tax law. I have ad­ vocated an estate tax ex­ emption of at least $200,000. Under this proposal an estate valued at $400,000 or less would pass to a spouse tax- free. This new exemption level would cover the inflation- caused increase in the value of land during the past three decades. In addition, farm land that continues to be used for farm-; ing should not be assessed at the inflation value it would have if it were fully devel­ oped. Farm land is not worth more as farm land just be­ cause it is located near a growing suburb or a shopping center. The Senate will resume ac­ tion on the Tax Reform Act of 1976 w hen it reconvenes on July 19, and I believe there is a strong likelyhood that estate tax relief will be passed at that time.
