•fl « jiii SECTION 2 - PAGE 2 - PLAINDEALER-WEDNESDAY, OCTOBER 27,1976 EDITORIALS Questioning Quotas A law firm in New York has been pressured in the courts into agreeing to employ a fixed quota of female lawyers. It's a dangerous precedent in the effort to guarantee women's rights. As so often happens in crusading movements, reformers create new abuses as undesirable as those they seek to correct. The same fundamental mistake is being made by several federal government agencies--in the name of women's rights. The goal is admirable, to end discrimination, "Wie end achieved often turns into reverse discrimination. A fact of life is that most women prefer the traditional role of homekeeper, wife and mother. Thus fewer women than men enter the professions and business world. This is not bad--as some preach--but highly desirable and logical--since women bear the children. So the setting of justifiable quotas by federal agencies and courts in such cases is an impossibility. Even a 20 percent quota could greatly favor the few females qualified in many situations and discriminate against males. The proper remedy would seem to be to see that all whoqualifyfor jobs of any race or sex, have an equal opportunity to fill them, not forcing quotas on employers by court orders or bureaucratic directives. UNICEF-Caring Every day of the year, thoughtful Americans express their concern for the plight of too many millions of needy children in the world. One day in particular, National UNICEF Day, has been designated by Presidential Proclamation for all citizens of goodwill to act jointly on their behalf. Three-quarters of the world's children live in the poor countries where disease, malnutrition and illiteracy are taken for granted. Recently, earthquakes, floods, droughts and other disasters have further imperilled the very existence of many of them. Children are the world's most important resource. If those in need are neglected, the future of our own youngsters and the peace of the entire world are in jeopardy. Caring, planning and working for a future for these children has been the year-round job of UNICEF (the United Nations Children's Ftind) since it was founded in 1946. Many of the children in our community will Trick or Treat for UNICEF this Halloween on behalf of their less fortunate contemporaries in Asia, Africa and Latin America. Let us follow their lead in meaningful and generous observance of UNICEF day. Checking Costs Knowledgeable consumers have long dreaded two repair )blems--automobiles and television sets. The average citizen is able to differentiateHtetween honest and dishonest bills and stimates. $ •*. * • As a result, many are taken td the cleaners, especially women %ho often have less knowledge about electronic and mechanical Jiestions. In a recent study in New York City, the Consumers ffairs commissioner there found television repairmen in that city tjier "highly dishonest or extraordinarily incompetent." few York City, of course, is not typical of America, thankfully, many small towns and in rural areas people know their levision repairman and mechanics at their garage. But many >n't, and face the same problem millions of other Americans ice. How does one know if a repair estimate is fair? It's often npossible. The answer may lie in more consumer affairS commissioners for le nation's towns and cities, to check on repairs and cost stimfctes,- with the power to suspend or revoke licenses. '-- -- • *2* <A. G. Weekly Market Review Yesterday's reflex rally and last week's churning made we bulls 1 like an over-matched, bloodied boxer between rounds -- the omentary relief felt good but there is little evidence that the fight over. Based on market action, our advice is to keep your guard > and maintain some reserves. The major influences in the arket at the moment tend to counterbalance each other. Stocks very oversold short tehn but the offset to this is that there is bably plenty of stock for sale on rallies. This could result in a 'vitating market but we see little reason to believe a bottom has ;n made. This morning it was reported that real gross national product for e third quarter rose at a 4,0 percent rate vs. 4.5 percent in the nd quarter. A majority of economists were looking for about it level so their economic models should not require shading at lis time. However, the market will now be much more concerned #ith future projections. Also, if the fourth quarter does not perk up, f e would suspect economic stimulation early next year from hither presidential candidate. This probability should soon start Effecting both stock and bond buyers. J The bond market continues strong despite a $4 billion increase in Ml reported last Thursday, with short term government bond Melds down to rates not seen in four years. The negative yield {Spread is becoming less of a problem for stocks. We were encouraged by the big improvement in consumer confidence reported by the University of Michigan as it is supportive of our pelief that the trend of the economy is still upward. That is why we "Smain optimistic on the market past the short term and look at the :line of the past month as a secondary reaction. On a very short m basis, we would be more comfortable if stocks do some ieking and filling here and test last week's lows before trying to ""i_ attack the 1000 level. "Dear Editor: "I am strongly in favor of the opposition of Jack Schaffer, Calvin Skinner and Bruce Waddell to the Middle Fork dam proposal. "For those of you who don't know what the Middle Fork dam proposal is; the people of Danville, II., want to build a dam on the Middle Fork of the Vermillion river. Why? Because they say they will need a new source of water in the future. Danville's water use has declined from the past five years, and it is not expected to increase. Building the dam would also create a major recreational area. "The Vermillion river, is rated as the finest river ecosystem in Illinois. Dam ming the river would have a devastating impact on the river and the land surrounding the river. The homes of fifteen rare qgr. endangered plant and animal species would be destroyed. The dam would cost over $30 million dollars to build. A Natural River corridor could be built for less than $4 million dollars. This money would come from the taxpayers from all over the state, but only Danville would enjoy the majority of the benefits. Is this fair? "Is this what the taxpayers of Illinois want to spend their money on? If you would like to see this dam halted, per manently, you can help by writing our legislators and tell them you oppose the Middle. Fork dam. "Sincerely, "Cindy Gay "Wonder Lake" NON-VOTER - YOU AREN'T LISTENING "Editor: "The word is out. Voters are apathetic. The reason sup posedly is that candidates are the same. If all this is true, the people aren't listening, or more likely, things are so good in spite of what the media tells us, that they just aren't excited enough to take the time to vote. "And, if this is so, there is an issujf to which apparently they have not given much thought. It is the extent to which strong central government is taking over control of their lives. The process by which this occurs, is the government doing everything for everyone, supplying the money for a home, food, car, TV, automatic washers, etc., whether one wishes to work for it or not. This way of life has become our basic standard even though 60 percent of the world's population merely exists. By that I mean they don't quite freeze or starve to death. Evidence of the expectation of our government to do it all for us is everywhere. While the unemployment rate is high, so they say, too many people will not work on a permanent basis for anything near the minimum wage because they are able to survive in a better fashion by not working at all. "I am not talking about our elder citizens. If you want an employee who is serious about his job, for something near the minimum wage, hire one of them. They grew up not ex pecting things handed to them on a platter. "Our liberal courts have allowed our inter-cities to be dismantled, under the guise of the protection of civil rights. The really valuable vacant property in this country is in the inter-city. In any country such as socialistic western Europe, or Communistic eastern Europe, this would be true. It is available here for nothing now. When it becomes valuable here, you, with your tax money if you produce, can let the government re-develop it. "Vandalism and ^elf destruction by our young is only the result 6f oneTWhg. Parents have relied upon the educators to teach our children, the police to discipline them, and the courts to provide the floor for the parents to tell their children they love them, by helping their children evade the laws they have violated. So we even expect the government to raise our children. We are paying heavily. But then, everything costs. "Ecology is important, but it must be in perspective. An oil refinery was outlawed in one of our very high unemployment states. This refinery will be built in our country, but not in that state. It's defeat was partially the result of their senior Senator's ply for votes. He was a candidate for President of the United States. "The Alaska pipe line is another example. Withholding gas for our automobiles for thirty days was education enough for us. The ecologists showed them they could not build that pipe line until we wanted it. Right - the cost, maybe "2 cent per gallon. "Since voters are apathetic, they apparently are happy. Believe me, unhappy people are not apathetic. I think, if they knew what is happening to them they would become unhappy, and un-apathetic. They would vote. "What is happening? "Dan Fry" State Election Board Continues Voter Drive With initial figures indicating the success of the State Board of Elections' voter registration drive, William L. Harris, board vice-chairman, has announced a continuation of board efforts to combat voter apathy. In recognizing the county clerks and local boards of election commissioners and their registrars for the fine work they have done in their com munities as regards the registration of those eligible to vote Nov. 2, Vice-Chairman Harris has issued a call for even greater efforts to be made to encourage voters to cast their ballots on election day. "A recent study of the American electorate," Harris pointed out, "estimates that more than 50 percent of the Americans of voting age may stay away from the polls. The same study indicates that this number of silent voters could exceed 70,000,000." "If such predictions turn out to be true," he continued, "it will be a tragic day in America's history. We must remember that voting is both the foundation and guarantee of the freedom that we enjoy in this country." "Registering voters is only the first step," Vice-Chairman Harris concluded. "Having encouraged voter registration in our recent series of public service announcements, we are presently distributing a second group of messages that we expect will command the public's attention as well.
