As Comptroller, I would seek to achieve at least three objectives: I would utilize every available public and private resource to make the actual administrative services performed by the Office of Comptroller more efficient. As the state's chief fiscal office, I would strive to make the office a model of productivity and fiscal efficiency, through the use of modern management techniques. I would immediately ^establish a system of public hearings on the state's budget so that the people would have effective input into the spending priorities of state government. I would more aggressively utilize the unique capabilities of this important office, to call public attention to whatever waste and mismanagement exists in state office. 2. At the present time we are in desperate need of a comprehensive public policy on cash management. It seems ridiculous that we can accumulate cash balances in special funds of $1 billion or more and at the same time must delay the payment of bills due to lack of cash in our General Revenue Fund. As comptroller, I would propose a comprehensive cash management system to the General Assembly. Until that is fully developed, I have recommended a two part program for the immediate future. First, transfer 49 special funds which together have cash balances of approximately $56 million to General Revenue. Mandatory energy conservation measures should be taken by establishing strict manufacturing and building standards. Individual energy conservation should be encouraged by tax incentives. Non-renewable forms of energy should be taxed with the revenue used to subsidize conservation measures and to employ ecologically sound renewable energy options. Recycling and mass transit deserve top priority. Economic growth would not be hampered by conservation, on the contrary, the survival of our affluent society depends on conservation. 2. I would support stringent federal legislation which would restrict and assign responsibility for the use of handguns. 3. The federal government should take over all welfare programs consolidating them into a single cash payment system providing a base income for every citizen. Families should receive equal treatment regardless of the presence of a breadwinner to end the current system's tendency to divide family units. A graduated guaranteed income based on income earned and dependents would preserve incentive to work. This measure coupled with national health insurance would eliminate poverty in the United States. ABSENTEE VOTING Mail applications for Absent Voter's Ballots may be requested not more than thirty (30) days and not less than five (5) days prior to the date of the election. I believe that the assessment functions currently housed primarily in the Department of Local Government should be separated into a special tax assessment commission charged with equalizing assessments throughout the state (including the County of Cook) and that areas that fail to assess according to the state law should be penalized through the school aid formula. I believe that the counties and townships have virtually all the tools they need to effectively do their job, but I would certainly be willing to consider any worthwhile suggests that the public might come up with. 2.
