ANSWERS: 1. The most pressing problem is the lack of funds to pay qualified personnel and to establish a professional staff. The work load of the State's Attorney's Office of McHenry County exceeds that of many larger counties and there is no initiative at the present time for anyone to carry on as a Secretary or Assistant State's Attorney, when the salaries paid are less than two-thirds of private industry. 2. DOES MCHENRY COUNTY NEED A NEW ZONING ORDINANCE? 2. SHOULD THE COUNTY INSTITUTE EARLY TAX BILLS? 3. HOW DO YOU FEEL ABOUT "HOME RULE" FOR MCHENRY COUNTY? 4. DO YOU FAVOR THE LAND FILL? IF YES, HOW WOULD YOU SELECT THE SITE? IF NO, HOW WOULD YOU SOLVE THE PROBLEM OF WASTE DISPOSAL? CANDIDATES FOR COUNTY BOARD (District 2) ARE: record keeping. ANSWERS: 1 & 2.1 would like to answer these two questions as one because they are so closely related. The most pressing problem of the coroner's office may well be its very existence at a time when we should be trying to make effective cuts in governmental spending while maintaining efficiency in the services perofrmed. As you will note in the budget reprinted in my brochure more than 50 percent of the contractual services ($9,000) was paid out to licensed medical examiners to perform autopsies. Wouldn't it make more sense to have a salaried county medical examiner? The medical examiner is equally capable of keeping records, initiating an investigation by police and legal authorities and would be called upon in any case to provide reports to police and state's attorney and to testify in court. The present system seems to me to be a wasteful duplication of duties. RICHARD O. KLEMM. REPUBLICAN 4312 Valley View Road, Crystal Lake EDUCATION: Graduate, Purdue University OCCUPATION: President of a manufacturing company ADDITIONAL EXPERIENCE: County Board Member; Chairman County Finance Committee, 8 years Township Auditor; Past-President Board of Education; President County's Committee of Local Improvements; Past-President Helping Paws. ANSWERS; 1.1 have supported our County's work on a new zoning ordinance>Because of the fast growing pace of County, our present ordinance is outdated and does not properly protect the interests of our people. 2. When our taxing districts, such as schools, cities, etc., receive their tax distributions late, they often are forced to borrow money and pay interest. This interest payment then takes away funds needed to operate the district, and our taxpayers are the ultimate rosers. Prompt tax bills could help to prevent this. 3. I do not support "Home-rule" for McHenry County. It would only lead to new and additional taxes being forced on our people to expand government. Our present system works well to protect their interest. 4. Not particularly. It is, however, the least expensive method initially. I would rather see a treatment plant coupled with incineration of solid wastes. Recycling of usable materials should also be considered. JAMES D. CURRAN, REPUBLICAN 207 S. ANSWERS: 1. The present ordinance needs revision. To preserve agricultural land for farming and more uniformity in enforcement. 2. No. It is my belief that next year's tax bills will be issued closer to the traditional date and the two payment method will be reinstituted. 3.1 would like to study this further but understand the counties that have "home rule" are dissatisfied. 4. Yes in lieu of more expensive methods. Use old gravel pits. MILTON J. "MILT" McHALE, REPUBLICAN 1302 N.
