Urge Close Look At Area Housing Policies PAGE 9 - PLAINDEALER-FRIDAV, DECEMBER 3. 1976 Certain suburban com­ munities seeking federal aid will be urged by the Nor­ theastern Illinois Planning commission (NIPC) to take a strong look at their housing policies and their efforts to provide housing for low and moderate income families. Based on {statistics that relate jobs, minority group population and the number of low and moderate income housing units in a community,- NIPC has identified 26 municipalities that will be asked .to conduct housing studies if and when they apiHy-fqr federal aid. Among thelQojnmunities that would be affected is Crystal Lake. The request for housing studies would be based on an interim policy reaffirmed Wednesday (Nov. 17) by the NIPC Planning committee which first approved the criteria in September. The committee reviews most ap­ plications for federal funds from local governments in Cook, DuPage, Kane, Lake, McHenry and Will Counties. NIPC will offer to assist in the studies and county planning departments will be asked to participate. In all cases, existing housing plans or other previous efforts by the community to address housing issues will be taken into ac­ count. ' v "These criteria are based on board statistics, they don't give us a full picture of what any community is doing to meet the housing needs of its citizens," said NIPC executive director Matthew L. Rockwell, "That is the main reason these are in­ terim criteria. Eventually we wjll need a more sophisticated permanent approach if we decide to use the federal review process in this way." Until NIPC adopts a position in the course of the long-range housing planning program, housing studies will be recommended when ap­ plications are received from communities that meet the interim criteria. The criteria will apply to communities that have more than 5,000 jobs and: - have less than one low or moderately priced housing unit for every three jobs, or - a minority population of less than 2 per cent. Projects for which federal aid is requested will be reviewed according to the merits of the project. Approval by NIPC will not be contingent on the community's decision to conduct a housing study or on the results of the study.
