Many animals are not so lucky. Dr David Bromwell of the Illinois Department of Agriculture, who administers the Humane Care for animals and Animal Welfare act, said the extreme cold poses special problems for animals and those who care for them. What's more, Bromwell said, negligence of these problems to the point where animals are hurt or abused could result in criminal prosecution of those responsible. "Whether it's livestock or the kids little puppy all animals are affected." the veterinarian said. "Already. the Illinois Department of Agriculture and those people interested in the quality of care extended to our d o m e s t i c a t e d a n i m a l population are being literally deluged by complaints from interested citizens," Bromwell said. The department has ad­ ministrative responsibility for the Illinois Humane Care for Animals act, which provides that each owner shall provide for each of his animals: Sufficient quantity of good quality, wholesome food and water; Adequate shelter and protection from the weather; Veterinary care when needed to prevent suffering, and Humane care and treatment "If an animal is not being fed JUST ARRIVED AND DON'T KNOW WHICH WAY TO TURN? There is no obligation for anyone to have a dog, cat, horse, pony, or other animal, but if a person has an animal, he also, by law, has assumed the responsibility for proper care of those animals.' Bromwell emphasized that anyone who was unsure of how his animals should be treated, or what precautions should be taken in the severe weather, should check with a veterinarian or the local animal welfare agency or humane society. He said persons knowing of animals which are not being properly cared for should contact the Animal Welfare section, Illinois Department of Agriculture, state fairgrounds, Springfield, 111., 62706, 217-782- 6657, or their local humane agency which works with the department. j V.A. A -- Effective Oct. 1, 1976, eligible veterans who have served 18 continuous months or more on active duty after Jan. 31, 1955, became entitled to forty-five months of educational assistance if they have not been separated for more than ten years. Q -- If I get a release of liability for a home that I purchase on a VA guaranteed loan, will I be eligible for another VA loan? A -- No. A release of liability protects a veteran if the buyer defaults on his payments. The only way to reestablish eligibility to purchase a home is to pay the loan off or have another veteran substitute his entitlement on the loan. Q -- I am enrolled in vocational rehabiliitation training I have dental problems which cause illness that interferes with my schooling. Am I eligible for treatment by the VA? A -- A veteran who is pur­ suing vocational rehabilitation training is entitled to a dentai examination by the VA. Extent of dental treatment will be determined at that time.
