Arthur F. Quern, a former Deputy Assistant to the President for Domestic Affairs, was picked to direct the Illinois Department of Public Aid. The Department of Mental Health a n d D e v e l o p m e n t a l Disabilities' director designate is Dr. Robert A. deVito, presently superintendent of one of Illinois' twenty-six Mental Health zone centers. t
