Place the seeds about a quarter inch deep and cover with sand and peat moss if the soils tend to crust. Be careful when later setting out the tomatoes, not to disturb the germinating seeds. Rep. Cal Skinner, Jr. (R- Crystal Lake), has announced that the Department of Public Aid has just changed its policy of subtracting tax relief grants from future medical assistance payments. Rep. Skinner and Rep. John Sharp (D-East Alton) are sponsors of legislation to force such a policy change. It was approved 13-4 by a House committee Wednesday.' "The Public Aid department had a choice: it could change its regulation or we'd change the law," said Skinner, who, along with Sharp, has been fighting the department's refusal to give property tax relief to those receiving nothing but medical assistance for two years. Besides medical assistance, receiving the following types of public aid assistance will not disqualify recipients from qualifying for property tax relief or its equivalent for renters: (1) state SSI supplement (which used to be called "aid to aged, blind and disabled); (2) general assistance from townships that receive state financial aid from the depart­ ment; and (3) aid to families with parents over 65 or disabled parents with dependent chidlen.
