Shay, Director of MCESDA The course was conducted under the authority of McHenry County sheriff, Arthur Tyrrell. Dennis Malysiak. captain of the auxiliary deputy sheriffs and MCESDA Deputy director, was the course coordinator. The five-week course con sisted of instructions in public relations; departmental rules and regulations; criminal law; arrest, search and seizure, protection of property, county geography, traffic control, police radio communications, tornado spotting, and radiation hazards The auxiliary police are always under the direct control of the chief law enforcement officer of the jurisdiction where they are called This could be the sheriff or chief of police. They have been trained primarily to assist the police in disasters and emergencies. This preliminary training also makes these graduates eligible to enroll in the next auxiliary deputy sheriff training course which is 150 hours in length The auxiliary police par ticipate in an on-going training program by assisting the sheriff or police departments at various civic events including the County fair, carnivals. Founders days, school gatherings, etc The par ticipation at these events enable the volunteers to assist and serve as a back up to the police, gaining better proficiency for them and a tax savings to local residents. These men and women volunteer their time and buy their own materials, including uniforms. A century ago, the act of rounding up a crew of men and horses to track down an outlaw- was an effective law en forcement tool. But today, crime, criminals* and police have become more sophisticated and no law en forcement officer sets foot on the streets without proper training and enforcement techniques. Those awarded completion certificates include Henry Gam of Lakemoor, William Kollenkark, Raymond Kuemmel. The next and final auxiliary police course to be held this year will begin Thursday, April 21, at 7 p.m. Advance registration is required. An application or additional in formation may be obtained by contacting the MCESDA office at the courthouse in Woodstock A bill to allow Illinois citizens to vote in primary elections without publicly declaring party preference will head the 1977 agenda of the Coalition for Political Honesty. Patrick Quinn, coalition - spokesman, said the group's membership overwhelmingly endorsed the concept of open primaries and several other public interest proposals at the coalition's second annual convention, held recently in Oak Park. "We hope to mount a cam paign to achieve open primaries," Quinn said, "which will rival the success of the 1976 petition drive, during which we gathered 635.158 signatures in support of the political honesty amendments." , Quinn said he thinks the campaign for open primaries will have widespread appeal. "Many voters strongly object to publicly revealing their party affiliation, especially since this preference is then made part of a permanent public record. Quinn said the coalition will urge all Illinois citizens to lobby state legislators in support of House Bill 98, an open primary bill sponsored by Rep. David Robinson, himself a coalition member. A similiar bill will be introduced in the senate by Sen. William Morris. "We also are asking voters to urge individuals, groups and local media to endorse open primaries," Quinn said. "We will supply informed speakers to any interested organ ization." Besides open primaries, the coalition's 1977 agenda will include : -tough ethics laws against double-dipping, conflict of interest and lobbyist *abuse in the state legislature. -a law to prohibit legislators from raising their pay after the general election, at a time when citizens can no longer vote their disapproval; -a "sunset law" to require expensive bureaucracies to periodically justify their existence, and -a constitutional amendment creating a full-fledged citizen initiative power "Last year the coalition organized a grassroots effort which forced the general assembly to end its outrageous UK) year old practice of taking advance pay," Quinn said "This year, we hope to prove that the spirit of citizen action which achieved that victory is alive and growing throughout Illinois." ROTC Scholarships Are Available For MCC Graduates McHenry County college graduates (including May, 1977) may now apply for an ROTC Scholarship before March 30 The scholarships will pay all tuition and $100 a month during the student's junior and senior year upon transferring to one of the four participating four-year state universities. The four universities participating in this program are the Univer sity of Illinois, both Urbana and Circle campuses.
