CLERK COMPENSATION "Dear Editor, "I would like to clear up a misleading statement made by Alderman Bolger in his recent letter to Public Pulse regarding the compensation of City Clerks. As Chairman of the Finance Committee I am certainly qualified to comment. "First, let me explain that the maximum salary for the City Clerk's job is established by statute at $10,000 per year. The clerk may also be ap­ pointed by the Mayor to act as "Collector" and compensated separately for that respon­ sibility. This rationale is based upon the fact that in addition to maintaining vital city records, we expect our clerk to super­ vise a force of clerical people who bill and collect water; and sewer charges as well multiplicity of city licenses, and permits. As our city has grown, this job has also grown to the degree that the City Council now recognizes it as a full-time job. "Earl Walsh was the first City Clerk to receive a separate salary from the city for acting as "Collector". At the time that this salary was established, all of the city officials (except alderman Bolger) were unaware of the fact that the City Clerk was receiving ad­ ditional compensation for the issuance of hunting and fishing licenses, and death certificates. Mr. Walsh's salary was raised because we recognized the need to compensate him fairly in relationship to his total responsibilities. Mr. Walsh did not advise us that he was receiving other compensation. "During the past month, the Finance Committee recom­ mended, and the City Council agreed, to raise the Collector portion of the clerk's salary from $2,000 per year to $3,500 per year bringing her total compensation up to $13,500 per year. Contrary to that which Alderman Bolger implies, this increase was not granted to compensate the clerk for the loss of income from certain fees. If that would have been the case the increase would have been subtantially more than $1,500 per year. Several months ago the Council directed that since city em­ ployees and city overhead was involved in issuing hunting and fishing licenses and death certificates, that these collection fees are to be con­ sidered as city revenues. Let me set the record straight: The City Clerk's salary was raised to keep her salary in fair relationship to that of the other department heads whose salaries have been increasing commensurate with their responsibilities over the years. This is the first increase that has been granted to the clerk since Earl Walsh's time. "It is a shame that many people lare attempting to construe attempts to operate our city government within the framework of the 1970 State Constitution as a personal attack on the integrity of Earl Walsh or Terry Wilde. To the best of my knowledge, no city official has ever alleged any conscious wrong doing on this matter. However, the Illinois Constitution does not make any distinctions based upon knowledge or intent. The law is clear and the Attorney Genera^ of (he State of Illinois has issued a definite opinion. As an Alderman, I took an oath of office to support that con­ stitution and I have attempted, to the best of my ability, to carry out that responsibility. This has not always been easy, especially when longtime friendships are involved. "One of the most difficult challenges facing elected of­ ficials is sorting out personal friendships and feelings in the decision making process. Emerging from this turmoil one undeniable fact stands out. That is: that since the new State Constitution went into effect in 1971, the fees in question are legally city funds and not personal funds. Fur­ thermore, I do not believe that your elected officials should discriminate in the application of that, or any other law. "I would have ,«j»oped that those who received fees that were rightfully city revenues would have come forward of their own free will and made restitution.
