What government funds are available to help pay for nursing care at the federal, state or local levef? A Together, the Medicare and Medicaid programs are now paying about two-thirds of the nation's nursing home bill. Most of this comes from Medicaid, a federal-state program financing medical assistance to those who do not have the financial resources to pay their own way. In Illinois, more than 40,000 residents of nursing homes receive Medicaid support. The homes are reimbursed for their services by the State Depart ment of Public Aid according to the intensity of care provided. Medicaid covers certain types of skilled nursing care following a hospital stay, but does not help pay for care that is considered , custodial. Medicare's coverage of nursing home treatment is also limited to 100 days. The State Depart ment of Public Health licenses nursing homes, shelter care homes for the aged and cer tifies them for participation in Medicare and Medicaid. At the local level, townships are authorized to enter into agreements with long-term care facilities to purchase nursing care for the elderly poor. Townships may use general assistance funds for this purpose. Counties have the power to establish county nursing homes and to levy taxe to support their operations. Q My doctor has released me from the hospital to a nursing home. What about Medicare coverage in a skilled nursing facility? A. Sometimes patients no longer need all the services that hospitals provide, but still need daily skilled nursing or rehabilitation services as in patients. In these cases, the doctor may transfer a patient from the hospital to a skilled nursing facility that par ticipates in Medicare. Participating facilities are staffed and equipped to furnish skilled nursing care, rehibilitation services, and other related health services. They are required to meet certain health, safety, and professional standards and they must have and adhere to written policies regarding the rights of patients. In some facilities, only certain sections participate in Medicare.
