The result is now being administered as certainly one of, if not the biggest 'giveaway I programs' of any state. "The program has been so expensive that Illinois has had to borrow three-quarters of a trillion dollars from the federal government with the prospect of substantially more by year- end. These large deficits were made much larger by the Hanahan amendments in 1975- and they must be paid back by year-end. "The article outlined some of the horror stories with the current program such as benefit* being paid to people who quit Jbbs for what most people would regard as frivolous reasons, over- payments which aren't required to be returned and mishandling of genuine hard- ship cases. Rather than trying to address the problems, Hep. Hanahan voted in the last week or two to kill legislation which would have modified the law to correct some of the abuses. "The present law is an af­ front to most of our citizens who work for a living and pay their taxes. It doesn't seem possible that the citizens of McHenry county are in tune to this type of thinking. Mr. Hanahan owes the voters of the county an explanation of the reasons for his voting record on this matter. If over half the registered producers vote and two-thirds of those voting approve the beef research and information order, the secretary of agriculture would appoint a ^Beef board, composed of not ^nore than sixty-eight beef - producers, from names sub­ mitted by producer organizations. The board would collect assessments on the sale of cattle and use the funds to promote bief research and 7 information. The law sets th*" maximum assessment at on* half of one percent of live animal value. "producers can vote in person at the county office or by mail," said Lucas. For the beef research and information order to become effective, at least half of the registered beef producers must vote and two-thirds of those voting must approve the order. The law requires mat this to- spection be done at least once annually, and that toe results be mads available for public review.
