With the General Assembly scheduled to adjourn June 30, Senator Schaffer moved to discharge from committee an RTA bill for th^ purpose of amendment. His motion was also signed by twenty-four other senators of both parties. "My intention is to pass legislation insuring that if a gas tax is levied to fund RTA , the areas which need the funding are the ones that are going to have to pay for it," Senator Schaffer said. "If 4£hicagoans use the RTA, they will be taxed accordihgly. The citizen from McHenry or Kane county who has to drive to work every day because he or she has no other choice shouldn't have to fund RTA through high gas taxes." RTA has the authority to levy a gas tax not to exceed 5 per 'cent in the six-county nor theastern Illinois region.. In addition to allowing for a differential gas tax with local county board approval, the Cary Republican intends, through amendment, to ac tivate the Metropolitan Area Transportation council an RTA advisory committee which has never gotten off the ground because of the failure of the city of Chicago to appoint its allotted members. Legislation enacted in 1973 provided for the twenty-six- member advisory committee, which was to have thirteen members appointed by the mayor of Chicago and the other thirteen by board chairmen of the counties of Cook, Lake, McHenry, DuPage, Kane and Will. Due to the absence of the Chicago appointments, lack of a quorum has prevented the Council from carrying out its advisory duties. Senator Schaffer's proposal would allow business to be transacted if a majority of the members appointed within sixty days are in attendance.
