Miss Clark obviously be­ longs in the latter category. Since 1970--when she wasf 72--she has been the mov­ ing force behind a variety of projects that provide serv­ ices to the community. Among the services Miss Clark is responsible for starting, are a day-care cen­ ter,' and a transportation pool for people needing rides to the doctor, hospitals and other places. "Since I got the rides pro­ -am started almost seven years ago, I've arranged over 4,500 rides," Miss Clark told a writer from The National Council- on the Aging. . While Miss Clark could use some help in arranging rides, she continues to op­ erate a referral service she calls "Neighbor to Neigh­ bor" by herself. "It all started because lo­ cal doctors and nurses said they were having trouble finding nurse's aides to look after people when they came home from the hos­ pital," Clark said. "I vol­ unteered to help out, and one thing led to another. Before I knew it, I was deeply involved and com­ mitted to helping people." Helping others for no . monetary reward has long been an American tradition. What makes Winifred Clark's efforts extraordi­ nary, is the fact that she's confined to her own home because of health problems --"I haven't been out the front door for three years," she said--and runs her vari­ ous programs strictly by telephone. ,^'j Before moving to New ^Hampshire in 1950, Miss S(i|ark worked as die promo­ tion manager for a New York City publisher until poor health forced her to retire. She moved to Peter­ borough, and as her health got worse, she became more ' attuned to the problems of others and gradually took steps to remedy them. "As long as I pay the phone bill and buy stamps, I don't want any more money," she said. "Too many of these government-funded pro­ grams have so many rules and regulations that they end up not doing what they were designed to do in the first place." But Miss Clark's biggest frustration is not govern­ ment programs that don't always progi s deliver what the; supposed to. It's finding re other people such as herself to step in and help others. "If they'd just get on the phone and start organizing people, there could be a whole net­ work of programs." Until that day comes, the people of Peterborough, New Hampshire will be a step ahead of everyone else.
