PHONE 385-4100 Report Sharp Increase In Traffic Fatalities PAGE 21 - PLAINDEALER • WEDNESDAY, OCTOBER 1*. 1*77 The Carter administration teemed to be having another one of its attacks of left- footedness recently, this time over the matter of Israel and the Palestine Liberation organization. First, the Soviet Union, which < is about as popular in the Middle East as ants at a picnic, -was invited back into the issue via a joint communique with » the U.S. government. ! Next, President Carter ad- J dressed the United Nations and • signaled another major change ! in U.S. policy by referring to ' "the legitimate rights of the Palestinians." These are code words for "a Palestinian state," something Israel will not sit still for. uproar was in­ stantaneous. Congressman Ed Koch, the Democratic can­ didate for mayor of New York, jumped on the U.S.-Soviet communique by greeting Carter at the airport with a letter of protest on behalf of the city's Jews. Presidential Press Secretary Jody Powell scrambled to jump in front of the television cameras to block this "happening," but to no avail. It made the evening news. The Big Salute Meanwhile, in Los Angeles, where Democratic fund raisers were pushing tickets to a big Oct. 22 salute to President Carter dinner, sales suddenly stopped. The city's Jewish community, second largest in the nation and mainstay of Democratic fund raising, simply sat on its hands following the U.S.-Soviet communique and the Carter U.N. statement.1 The day after the U.N. speech, Carter was closeted for hours with Israel's Foreign Minister Moshe Day an. The meeting finally produced a joint statement to the effect that U.N. Resolutions 242 anc 338 - guaranteeing Israel's righ to exist - would be the basis for reconvening the Geneva conference. The Israelis had been alarmed that the U.S.­ Soviet communique had not mentioned these resolutions. Dayan also wrung a concession from Carter that recognition of Palestinian "legitimate rights" would not be a precondition for reconvening the conference. This problem of White House bold strokes followed by backing-and-filling with, two left feet is beginning to look like a pattern in the Carter foreign policy. ; Early in the summer, the announcement that Secretary of State Vance would move his Peking trip up from October to August seemed to signal a move toward full diplomatic recogniton of Communist China and abandonment of Taiwan. Then, in early August, the Panama Canal treaties were announced with great fanfare. Suddenly, somebody in the White House realized that Vance would be leaving for China a few days later. Swiftly putting two and two together and concluding that they were dealing with a couple of highly unpopular foreign policy initiatives at once - giving up the canal and dropping Taiwan - the White House began assuring the press in advance that Vance's trip was really nothing after all. Just a courtesy call you know, chaps. . The Trip Was Nothing The damage from an even earlier attack of left-footedness has yet to be repaired. Despite a joint agreement with Brazil to have prior consultation on matters of mutual interest, Carter didn't say "boo" to the Brazilians when he sent Vice- President Mondale to Bonn to persuade West Germany to cancel its contract to sell nuclear plant equipment to Brazil. On the heels of that, the State Department released a report on the status of human rights that was highly critical of Brazil. Then, it sent a big delegation to Brasilia to discuss Carter's desire for nuclear "nonproliferation." Smold­ ering from what they saw as insult added to injury, the Brazilians refused to discuss the matter. Result: their nuclear contract with Germany is intact and U.S.­ Brazilian relations are at the lowest point in recent memory. IQCOOPOOPOOOOOOO V.A. NEWS . Q. Since Oct. 1,1976, veterans wi th service-connected disabilities rated 50 percent or more are eligible for an in­ creased allowance if their spouse is in need of aid and attendance. For a veteran rated 100 percent disabled that amount is seventy-eight dollars per month instead of the forty- three dollar monthly allowance for a spouse. These amounts are proportionally reduced for .veterans less than 100 percent disabled. Q. Please define what a deficiency course is under the educational benefits of the GI Bill? A. Any secondary- level course or subject not previously completed satisfactorily and which is specifically required for pursuit of a post-secondary program of education. Q. What is the coverage under the Civilian Health and The Superintendent of Illinois State Police, Lynn E. Baird, recently announced the latest figures which indicate that during the month of September, 1977, 172 persons died from injuries sustained from traffic accidents on Illinois highways. A breakdown of the counties shows that in September of last year, Lake county had eleven fatalities; McHenry county had five fatalities; DuPage county had fourteen fatalities; Kane county had six fatalities and DeKalb county had two fatalities. For September of this year, Lake county had six fatalities; McHenry county had eleven fatalities; DuPage county had nine fatalities; Kane county had four fatalities and DeKalb county had no fatalities. ' One thousand six hundred three persons have been killed in the entire state since Jan. 1, 1977. There were 1,553 persons killed during the same period last year, showing an increase of fifty over laat year. District 2, which covers Lake, McHenry, DeKalb, Kane and DuPage counties, reports 242 persons ha ve been killed in these counties since Jan. 1, 1977. There were 199 persons killed during the same period last year, showing an increase of forty-three fatalities this year over last year's figure in the five county area. The Illinois State police advise that since fall is here, it's time to watch out for leaves on the roadways which could cause skidding. Also, do not drive through piles of leaves in which children might be playing and obscured from view. Village of McHenry Shores Jude La Francis 385-5067 Investiture- Redldication For Brownies The Brownies of the Shores had thei r inves t i ture and rededication ceremony last week. The new girls received Brownie pins. They were as follows: Jennifer Egan, Kathy Lamphier, Susan Blake, Debbie Nordmeyer, Heidi Fischer, Tracy Kurowski, and Kim Madsen. One year membership pins went to Tracey Wood, Dawn Bixler, Dale Madsen, Tammy Geske, Angela Orin, Laura Siok, and Lisa Wilkerson. At this ceremony the colors were posted and Dale Madsen read the history of the Brownies. After the investiture, pin ceremony, and, rededication, the girls served refreshments to their mothers. Congratulations to all of the Brownies, and may leader, Lorraine Bixler, and co-leader, Rita Madsen, have a very successful year. BIRTHDAYS Cake, good wishes, friends, and kisses make up the happy birthday parties for...Martin Koleno, Jr., who celebrates his special day Oct. 19.- Oct. 22, James Dostal will be 18 years old.
