A similar price of legislation was defeated earlier in the year. In pre-filing the bill, Senator Schaffer declared that it should be obvious that some parts of the six-county RTA area may need more money than others for mass transit. "For instance, the city of Chicago, M said Senator Schaffer, "may need the full'5 percent tax, suburban Cook county may need 3 percent, DuPage county may need 2 percent to raise the funds they feel are necessary, while McHenry county may need nothing." Senator Schaffer pointed out that under the present law, the RTA^as tax has to be spent in the county where the money is raised. He declared that if an area chose not to have ad­ ditional mass transit they would not have the gas tax. Unaer Senator Schaffer's bill, county boards, by a three- fifths rote, couldfeject the gas tax imposed by the RTA Board. "I think the three-fifths vote is a compromise," said Senator Schaffer, "which means that no small vocal group could prevent the gas tax. It fneans there has to be broad-based opposition to keep the RTA gas tax from being implemented. I believe this is a fair approach and it simply means that if an area chooses not to have ad­ ditional mass transit they don't have to have a gas tax." Senator Schaffer admitted that it will be very difficult to get his gas tax differential bill out of the Senate Rules com­ mittee. He said if the Rules committee does vote out the bill, he will urge the Senate leadership to allow at least one public hearing of the proposal in the RTA area. Even though this will be an extremely dif­ ficult project, Senator Schaffer indicates that the people in his district have made it very clear to him that they are extremely unhappy about the prospect of the RTA gas tax.
