NEWS For the most part, newborn infants appear to be miniature . versions of adults. They have the same number of eyes and fingers, ears and limbs. At birth, however, babies have only one-tenth" a$ many lung air sacs as adults, and these are both small and shallow. *, In an unusual introduction^, the annual report issued by the American Lung association describes the development and functioning of the lungs during gestation and birth. Because injury and damage during the critical early hours and throughout the first decade of life can lead to progressive lung disease, the Christmas Seal association places special emphasis on protecting young v lungs. "Diagnosing and treating lung disease in some adults can be similar to walking through a ^battleground after the battje is it," says James Kier M.V, president of the nationwide voluntary health agency Primarj^TSw-get in the fight against childhood lung disease is asthma, which affects two million American children. Asthamatic children learn to cope with attacks, engage in exercise and lead normal, active lives through par ticipation' in the lung association's self-help family asthma programs. Another major effort in volves convincing children as early as kindergarten to be, and stay, nonsmokers. The lung association assisted in development of a model health curriculum for grades K-3 under a contract with the U.S. Department of Health, Education and Welfare. Christmas Seal contributions now are being used to measure the effect of the curriculum on children's attitudes toward smoking. Because babies and children breathe more rapidly than adults they inhale two to three lmes as much of a pollutant per unit of body weight as adults, the report says. Babies of parents who smoke at home have much higher incidence of lung disease, specifically bronchitis and pneumonia, than babies of non-smoking parents/ Association efforts to protect the rights of nonsmoking children and to clean up the air, are described in the report. A consolidated financial statement for the nations more than 200 affiliated lung associations reveals con tributions from the public totaling $41,254,284. Of this, the 'traditional Christmas Seal campaign accounted for nep^y $39,000,000. More than two thirds of the total income was expended for community services, public health education, research and professional education, and patient services Contributions to the con tinuing Christmas Seal cam paign will help ensure that these vital health programs continue, Dr. Kieran said. West Campus C Offers Disco Dancing McHenry County college will offer instruction in disco dancing as part of the adult education spring session. Two sections will be offered. One section will be held Jan. 10, 17, 24, and 31 in the upper gym at McHenry high school, West campus Another section will be ottered Feb 1,8,15 and 22 on the McHenry County college campus in the Applied Science building, Room 104. Both classes will be held from 7:30 p.m. to 9 p.m. Bill Brogan, a former teacher at an area disco-lounge and at Arthur Murray Dance studios, will be the instructor. "Students will be exposed to music easily identified with today's discotheque and will become familiar with some line dances being done in the suburban area. Couples dances such as the Hustle and Swing will also be covered," said Brogan. For the January sessions, registration must be done in person. For the February sessions phone registration may be done by phone until ten days before the first class. A social history form and activities form must be completed also. A pre-admission interview with the program coordinator is provided, so an unacceptable applicant will not spend mooey on the physical. Basic cost of care is determined by the amount of supervision required and the length of time the participant stays daily. Other services (baths, foot care, nursing supervision) are provided on a sliding scale. TAX FACTS America is on the move Each year, millions of Americans move for em ployment reasons Some move a few miles; many move long distances Nearly everyone who moves spends money doing so If you incurred employment- related moving expenses in 1977, you can look forward to , liberalized deductions for some -of those expenses on your 1977 tax return There are two requirements , that you must meet before you • may deduct your moving ex penses First, there's the distance requirement which has been liberalized by a change in the law Previously, you would have to have moved so that your new job was 50 miles further from your former residence than was your for mer place of work That distance has now been cut to 35 miles For example, suppose the distance from your former residence to your former place of work is 17 miles and the distance from your former residence to your new place of work is 57 miles Assuming you meet all other requirements, you would be eligible for the moving expense deduction, because the difference in distances is more than 35 miles. The second requirement for deducting the moving expenses is that you must work at least thirty-nine weeks out of the twelve months following your move If you are self-employed, you must work at least seventy- eight weeks during the twenty- four months following your move While you must ultimately satisfy the requirement, you don't have to do so by the end of the year This means that if you moved in June and will have worked less than thirty-nine weeks by the end of the year, you can still claim the moving expense deduction on your 1977 return even though the thirty- nine weeks have not elapsed. If you deduct the expenses before meeting the time requirement, and then later find that you have not worked ^the specified number of weeks, you must go back and amend your return for the year in which you took the deduction. Therefore, you should be fairly certain that you will meet the work requirement before claiming the moving expenses. Thanks to the change in the law, you can deduct more of your pre-move househunting and temporary living expenses than in past years. For 1977 and later years, the maximum deduction for these expenses is $1,500, as opposed to the old limit of $1,000. And finally, you will find that the maximum deduction for expenses related to buying, selling, or renting a personal residence is now $3,000, up from $2,500. However, you must reduce this deduction by any arhount claimed as househunting or temporary living expenses For example, assume you incur pre-move househunting expenses of $1,200 and buying and selling costs of $2,000. Your pre move househunting ex penses would be fully allowable because they are less than the maximum of $1,500. You would not be entitled to deduct the full amount of your buying and selling costs as moving expenses, because you must *petiuce\the $3,000 maximum allowance for these expenses by the\$l,200 you claimed for pre-move househunting expenses. You would be allowed to claim $1,800 as buying and selling costs on your moving expense form. For more details on moving expense deductions, ask the IRS for their free Publication 521, "Tax Information on Moving Expense." The new revision of this publication will be available in January, 1978. Q. Will supplemental security income benefits be affected if a person enters a nursing facility where Medicaid would be paying for most of the care? A. Probably so. When an SSI beneficiary is in a public or private health facility,, which received Medicaid payments for more than 50 percent of his care, the SSI payment is reduced. But, in cases where only one member of a couple is in a Medicaid facility, the in- , come of each "member' is considered separately in determining the amount of payment. Q. Consumer Victory Illinois Attorney General William Scott and attorneys general from Ohio and Michigan recently announced the largest single consumer recovery in history. General Motors corporation has agreed to pay an approximately $40 million nationwide settlement to car purchasers who were delivered 1977 Oldsmobile, Buick or Pontiac automobiles with substituted Chevrolet engines. Scott emphasized that the total amount of the set tlement will go to the affected purchasers and that no at torney fees will be deducted to reduce the actual recovery. Secretary of Agriculture Bob Bergland has expanded the nationgrain reserve program to make 1977-crop wheat and 1977 and 1976-crop corn, oats, sorghum and barley eligible for the reserve. "*> , Previously, only 1976-crop wheat and rice that was already under loan or covered by* a purchase agreement was eligible for the program. The goal of the farmer-held reserve program is to store about 17 million metric tons of feed grains and 8-9 million metric tons of wheat. - Bergland said the depart ment will operate the program by offering farmers 3-year loans on their grain and by providing them with storage payments for the duration of the program. Primary em phasis will be on keeping the stocks in farmer's hands, he said. Department officials said that they are aiming for a feed grain reserve "mix" of about 75 percent corn. 11 percent sorghum, 8 percent oats, and 6 percent barley. Storage payments to participating farmers will be 20 cents per bushel for wheat, corn, sorghum, and barley and 15 cents per bushel for oats. Eligibility to put grain into the reserve will be on a first come, first served basis. After the limits have been reached, the program will be closed to new applicants. Under the program, wheat farmers will be permitted to repay the loan, sell the com modity, and retain earned storage when the national average market price reaches 140 percent of the current^ national loan rate for wheat (the "release" level), or until the expiration of the contract. Farmers will be notified when the release level is reached. USDA will call in all wheat loans when the market price reaches 175 percent of the current national loan rate (the "call" level). For feed grains, the release level is 125 percent and the call level is 140 percent. Under current legislation, the secretary of Agriculture is authorized to establish a reserve for any grain he determines to be in abundant supply. The American Medical Association points out that exercise, or lack of it, is often a significant factor in the control of obesity, diabetes, heart and circulatory problems, or thopedic problems and emotional disorders Fitness developed through vigorous activity and exercise can be preventive, as well as therapeutic, in nature. In a positive sense, health includes abundant energy and vitality. A healthy person is physically fit when he can perform his daily work and tasks without undue fatigtie, maintain adequate reserves of energy to enjoy recreational activities and leisure, and meet the challenge of unexpected demands These might be running to catch a train, quickly climbing several flights of stairs, shoveling snow, or jacking up the car to change a tire. Can you go up several flights of stairs without severe discomfort, chest pain, or having to stop before you reach the top? You would expect to be puffing a little at the top, but this should subside in a few minutes if you are reasonably fit. The best exercise is doing something physically active which you enjoy, with the exercise aspect secondary. If you enjoy swimming or tennis, or handball, these are excellent sports for exercising most of the body. Golf is good for the tired businessman. Most of us find it difficult to exert the metal discipline to keep at a program of daily calisthenics purely for the sake of exercise. If you have had little or no exercise for years, be cautious about plunging immediately into active sports. Work up to strenuous exercise gradually. There are simple tests by which your doctor can deter mine the extent of your fitness. If you flunk the tests miserably - and many of us will - then ask your doctor to prescribe a simple, daily exercise program to help you get back in shape Which One?
