"When I was first elected state representative in 1972, it was obvious to me that farmers were asset rich and cash poor," State Rep. Cal Skinner, Jr. <R- McHenry county) said. "For that reason, I introduced legislation to expand the assessment tax rollback concept, sometimes called the dual assessment law, to counties with less than 200,000 people. . , « The bill directed township assessors to assess farm property at market value, just as homes and businesses. Then, only if a farmer requested it, the supervisor of assessments rolled back the assessment to wh^Ht would be if only productivity value were con­ sidered. -"There was a trade-off in my bill that is not contained in the new law," Skinner explained. "Once the land use changed for any property under the rollback provisions, three years' back taxes had to be paid to local schools and government by the purchaser. I called that an 'urbanization cushion.' It helped local areas cope when a field of com turned into a field of kids, so to speak." Under the new. much more complicated law, there is no requirement that a farm land owner pay anything once his land is developed, in spite of the hefty tax break the property will have received. ' Neither does the developer who pur­ chases the land pay anything under the law. An unforeseen consequence of the new law, however, is that not all farmers' taxes are going down next year, as was vir­ tually promised by the proposal's supporters, ac­ cording to Skinner. "In fact, some land owners will actually have higher taxes than they would if they opted for the dual assessment option," he said.
