The downward trend that started more than a year ago is still in evidence. The "bot­ tom" is yet to come. This bearish position is at odds with the majority of stock market observers. Des­ pite a year-long slump, as re­ cently as December some 60% of the stock market advisory services were still bullish. Our analysis of the market, however, remains the same as on December 31, 1976, short­ ly before the DJIA hit 1004, when we recommended judi­ cious short-selling. Most investors, however, seem to be more easily swayed by bullish optimism than by more conservative appraisals of market strength. A recent W a l l S t r e e t Journal story, for example, cited a poll taken last July of 277 institutional managers which asked where the DJIA would be on December 31, 1977. At that time, it was above 900. Some 84% of the respond­ ents picked a figure between 900 and 1100. The balance named a figure between 800 and 900. After dipping below 800 in late October, there was a small rally to 837 at year-end, but that faded away early in January. Two months before this survey, on May 6, 1977, we stated in our tri weekly in­ vestment letter that the down­ trend would reach the 780-800 level before year end. Which of course it did in October. We were able to accurately predict market movement be­ cause our research has led us to believe in the tenet that market swings are roughly four years long from low to low, and that recent markets have peaked roughly halfway, through the four year period.1 More specifically, the last low was in October, 1974, and the high was reached in January, 1977, little more than two years later. If history repeats -- and we believe that financial cycles are the surest and most precise indicators the stock market analyst can follow -- then the anticipated market low will not be reached before this coming May, and possibly not until as late as Spring, 1979. Indeed, what we wrote ear­ ly last May still seems to us applicable: "Time, price and breadth studies suggest that time is running out for the bulls. . .and the only long term posture to be taken is that of extreme defensiveness." -- Walter X.
