"Children, teachers, and school food service personnel will be given training that emphasizes the vital relationship between nutrition, good food and health, and that helps them become informed, knowledgeable consumers," Ms. Foreman said. "Legislation passed in November authorized states to operate this program in 1978. To help them begin operations immediately, we are issuing interim regulations to provide states guidance for starting the program." Under the new program, the U.S. Department of Agriculture (USDA) will make grants to states so they can: -educate students about the nutritional value of food, and develop food and nutrition attitudes and practices to improve students' health and well-being throughout life; -train school food service workers in principles and practices of food service management, including menu planning, food preparation, nutrition and food procurement; -instruct teachers in nutrition principles to better enable them to each their students, and; - d e v e l o p , c l a s s r o o m materials and curricula. "States will be required to make full use of the 'learning laboratory' potential of the school lunch and breakfast programs and the child care food program," Ms. Foreman said. The program will provide states with 50 cents per child enrolled in schools and child care institutions, with a minimum of $75,000 for any state. "The interim regulations will make up to $35,000 in advance funds available to states for salary, fringe benefits, travel and other personnel costs of a state nutrition education and training coordinator," Ms. Foreman said. "They will also give states guidance on qualifications and respon sibilities of the state coor dinator, state responsibilities in operating the program, and application procedures. "Additional regulations will be issued soon to give states guidance on assessing nutrition education and training needs and developing operating plans. Final regulations are expected June 1, 1978. Comments and suggestions on the interim regulations will be considered before final* regulations are adopted. They should be submitted to the Acting Director, Nutrition and Technical Services Division, Food and Nutrition Service, U.S. Department of Agriculture, Washington, D.C., 202050.
